Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for the analysis of business requirements of the Medical Marijuana Program and determining information technology (IT) approaches that will improve business processes. Such approaches involve highly complex IT systems to include the Enterprise Licensing System (ELS), Seed to Sale (S2S) System, SharePoint, and BMM webpage. This position will evaluate Service Level Agreement (SLAs) metrics or other performance measures for contracts. This position will also assist in developing a work statement for IT related projects, and work with IT vendors on physician registry and patient/caregiver card registry functions. This position will serve as the digital accessibility and API lead for the Bureau of Medical Marijuana (BMM) and reports to the Deputy Director.

This position is lead business analyst for BMM’s ELS, S2S, SharePoint, digital accessibility, Application Program Interface (API) and web page projects. The following work requirements are related to those systems.

Analysis of program processes, data analysis and reporting, and support for the development of new or modified computer applications to support the efficient administration of the Medical Marijuana Program.

Administer systems including the daily monitoring of systems, key processes, logs; resolve issues with vendors and Commonwealth of Pennsylvania agencies; monitor and enforce contract performance/service level agreements (SLAs); coordinate and evaluate disaster recovery and security compliance.

Maintain requirements and system documentation; reviewing regulations as well as program business needs and program documentation for system impact, modification, and improvement.
Work includes ongoing information technology support through analysis and development of automated systems to meet legal and program requirements for systems. This includes application testing, problem resolution, support for BMM and business partners staff, and the development of written procedures and standard operating procedures. The work also includes support of and coordination with staff from business partners.

Performs program analysis of existing and evolving program processes and makes determinations on appropriate IT solutions, which include, but are not limited to: digital accessibility of all BMM systems, demonstrated understanding of program process workflow, ability to identify BMM IT needs, research appropriate IT solutions as recommended by the vendor, determine the effectiveness and efficiency of solution(s), coordinate the solution with departmental IT staff to ensure compatibility and supportability, assist with implementation and operation of IT systems and applications in support of BMM and ensure the unique needs of the IT systems are met.

Performs quality assurance analysis to ensure that software changes meet specified requirements in the functional and design specifications. This includes the developing, documenting, and maintaining functional test cases and other test artifacts, as well as the actual execution of these test scenarios. Completes detailed testing of systems and documents thoroughly. Assists in resolving system defects and changes with the IT vendors.

Perform regular analysis of the IT security roles assigned to internal users, contract staff, auditors, insurance contractors and business partners.

Analyzes BMM operating procedures; develops recommendations for improvement and develops new or improved work methods and ensures their implementation.

Process routine requests involving system data, monitor processes to ensure compliance with program needs.

Develops change requests, change orders and contract amendments for systems in coordination with business relations manager and vendors.

Assists in the design of monitoring tools to measure the efficiency of the program including quality indicators.

Creates reports within the systems to provide analysis of program metrics.

Reviews new or modified designs, specifications, plans, software or technical services contracts, and other documents related to information technology resources and solutions, as required. Advises and recommends IT strategies for BMM.

Provides BMM-specific feedback in the establishment of priorities for IT initiatives and projects, develops and/or reviews work plans and timelines, monitors project status, assists with implementation, provides training as required and ensures the completion of these initiatives and projects. Work includes Request for Proposal (RFP), Request for Quote (RFQ) and Request for Information (RFI) development and review.

Tracking of who has access to RAs, distribution groups, any special software, and remove/ add staff or contractors as appropriate.

Ad Hoc assignments requiring data extraction, data compilation, data analysis and interpretation and provide other information maintained in the system as needed.

Provides feedback in the development and administration of IT policies, guidelines and hardware or software standards for the Department.

Provide staff training on IT systems and usage appropriate to their user role.

Maintains and orders staff IT licenses for specialized software such as (Adobe Pro, Snag-it, O365) in coordination with Administrative Officer.

Serves as Application Program Interface lead for Medical Marijuana Organizations (MMOs) seeking an API access to the S2S system. This includes application review, communication with MMOs, third party API vendors, and S2S vendor.

Public Health Emergency Response – This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice and may continue for any period of time – ranging from a few hours to several weeks, depending on the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for a period of time.
