Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The employee in this position is responsible for providing consultation and administrative support and guidance to assigned public and private children and youth agencies and the regional offices; as well as, evaluating the services provided and analyzing data submitted by the agencies/regional offices to ensure the implementation of departmental policy and to reinforce conformance of program administration and service with state standards, accepted good practice standards and legal and federal requirements.

Description of Duties:

1. Develops, coordinates, and delivers training to regional office staff and public/private children and youth agencies on state policies, regulations, practice standards and program expectations
2. Assists regional offices with onboarding new regional office staff by providing training and mentorship.
3. Collaborate with other OCYF bureaus to help develop training materials, guidance documents, tools and resources that help to promote consistent statewide practice amongst the four regional offices.
4. Work with the special project manager on a yearly basis to review all current Bureau of child and family services policies to ensure they remain current, effective and consistent across the state.
5. Review submitted Reportable incidents for trends and communicate with the assigned regional office about any reports that require additional follow-up.
6. Track and report on the timeliness and consistency of submission of the required documentation for Near-Fatalities/Fatality process.
7. Help support the statewide complex case process by coordinating, gathering data and serving as a back-up when needed on complex case meetings.
8. Supports statewide initiatives, special projects, implementation efforts, and other priorities identified by program leadership.
9. Operates as a back-up for the regional office to conduct on-site surveys and evaluations of public and private children and youth agencies and institutions to evaluate the service provided and to provide assistance including ideas and techniques for the care of children to ensure that the agencies meet program goals.
10. Conduct complaint investigations regarding regional office operations or those designated by the Bureau director to be a conflict of interest for the assigned regional office.
11. Conducts evaluations and analyzes data collected regarding allegations of child
abuse of children in approved public and private agencies using professional knowledge of protective service principles and accepted models of casework practice to assure that children in out-of-home placement are protected.
12. Conducts evaluations and program achievement reviews from both a professional and administrative point of view to ensure that program goals and objectives are being met and that federal, state and departmental requirements are being met.
13. Analyzes and evaluates data regarding contracts, plans, requests for reimbursement, audits and other financial reports and participates in negotiations and approvals of requests for reimbursement to assure that funds expended contribute to established program goals.
14. Provides advice, consultation and assistance to public and private children and youth agencies regarding administration and operation of child caring agencies to assure that state standards are met.
15. Consults with agency administrators, institutional representatives, county commissioners, county executive directors, administrative boards, private agencies governing boards, community planning groups and other interested groups for the purpose of advising them on ways of improving the services to clients and to provide education consultation in the children, youth and families programs supported by the Department.
16. Develops, recommends and participates in the revision or development of policy relative to the children, youth and families program and implements departmental policy to assure that program goals are met.
17. Prepares correspondence and other written and oral reports regarding the assigned public and private agencies as needed.
18. Makes oral presentations and conducts meetings to discuss the results of surveys, evaluations, reviews or analysis of data to agency directors, county commissioners, board chairs, Deputy Secretary or Secretary or other appropriate persons to ensure the improvement of services delivered and to ensure adherence to program goals.
19. Has involvement with and coordinates efforts within county agencies for statewide initiatives (e.g., Family Service System Reform, Family Centers, Family to Family).
20. Coordinates implementation of court ordered class lawsuits, which affect public and/or private children and youth agencies.
21. Serves as a back-up for reviewing recommendations on submitted needs-based plans from county agencies.
22. Performs related work as required.

All work is reviewed with the supervisor orally, through written reports, and correspondence prepared.
