Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Provides strategic leadership and oversight for the Management Services Section within the Bureau of Real Estate (BRE), serving as a senior advisor to the Bureau Director on complex real estate initiatives, portfolio strategy, and organization performance. This position leads the analysis and evaluation of Commonwealth real property assets to identify opportunities for related to acquisition planning, disposition, redevelopment, alternative disposition methods, and improved utilization. Working closely with the Real Estate Acquisitions and Dispositions Division (READD), the Department of Community and Economic Development (DCED), customer agencies, and other stakeholders, the position develops and advances innovative strategies for surplus and underutilized properties while supporting real estate modernization, portfolio optimization, and enterprise-wide initiatives that strengthen the Commonwealth’s management of real property assets. In addition to providing strategic real estate leadership, this position oversees the Bureau’s administrative and operational functions to ensure effective execution of its mission. Responsibilities include directing budget management, procurement coordination, human resource coordination, business systems, data governance, process improvement, and project management while promoting operational excellence, accountability, compliance, and alignment with Bureau and Commonwealth priorities. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Leads the Management Services Section within BRE and provides bureau-wide management oversight for process improvement, quality control strategies, real estate strategic planning support, administrative operations, procurement coordination, HR coordination, budget monitoring, business systems, data governance, reporting and special projects. Supervises Administrative Officer 2 (Special Projects Coordinator), Business Analyst 3 (Business Systems Manager), and Business Analyst 2; assigns priorities, reviews work products, evaluates performance, coaches staff, and supports professional development. Provides executive oversight of Bureau-wide operations, including business systems, data governance, reporting, project coordination, procurement coordination, budget monitoring, human resource coordination, and administrative controls to ensure alignment with Bureau and Commonwealth priorities. Advises the Bureau Director on complex real estate strategy, portfolio modernization, alternative disposition methods and related opportunities for surplus real property, underutilized property initiatives, process improvement priorities, and quality control strategies to improve management of Commonwealth real property assets. Leads the analytic evaluation of Commonwealth real property assets, market conditions, utilization trends, financial considerations, and redevelopment opportunities to support executive decision-making related to disposition, portfolio optimization, and long-term asset management. Develops and advances innovative strategies for reuse, redevelopment, disposition, and optimization of Commonwealth real property assets by identifying opportunities that align with operations, fiscal, and strategic objectives. Develops, implements, and maintains a bureau-wide process improvement and quality control framework to promote consistent practices, identify service gaps, reduce rework, improve documentation, and strengthen accountability across BRE programs. Builds collaborative partnerships and facilitates interagency focus groups for strategic collaboration with READD, DCED, customer agencies, municipalities, consultants, and other stakeholders to identify opportunities for proactive management, reuse, redevelopment, or disposition of surplus and underutilized properties. Collaborates with the READD Manager and staff to evaluate strategic options, planning considerations, market conditions, decision points, and best-method-of-disposition concepts while preserving READD transaction authority. Advances BRE modernization initiatives through the implementation of innovative business practices, AI-enabled tools, digital workflows, portfolio analytics, dashboards, and decision-support technologies that enhance real estate operations and customer service. Directs the Bureau’s business systems strategy through oversight of TRIRIGA and related applications, ensuring data integrity, reporting capabilities, system modernization, user support, change management, documentation, training, and alignment with business needs. Establishes expectations for Land and Building Inventory accountability, reporting, data validation, and agency compliance to ensure timely, accurate, and reliable Commonwealth real property information for planning, analysis, and decision-making. Leads the development and implementation of Bureau-wide policies, procedures, standard operating procedures, process flow maps, templates, and workflow tools that promote consistency, accountability, operational excellence, and continuous improvement Coordinates cross-division projects and organizational change initiatives affecting READD, leasing, business systems, administrative operations, and customer agencies by establishing project plans, milestones, risks, deliverables, and stakeholder communication strategies Coordinates technology initiatives with OAIT and other partners to implement and enhance project management tools, SharePoint sites, TEAMS workspaces, eSignature processes, and other digital solutions that improve collaboration and operational efficiency. Develops and maintains dashboards, key performance indicators, quality control reports, status reports, and management tools to identify operational risks, service gaps, workload trends, customer needs, and opportunities for executive action. Reviews and prioritizes special projects assigned to the Management Services Section and ensures project charters, timelines, decision points, risks, deliverables, and stakeholder communications are documented and managed. Prepares and delivers executive-level briefings, analyses, written recommendations, reports, and presentations to support leadership decisions on real estate strategy, modernization initiatives, operational performance, governance and stakeholder engagement. Performs other related duties as assigned consistent with the role and function of the classification. |

The incumbent independently resolves operational, administrative, business systems, data, project, and stakeholder issues within established laws, regulations, policies, and management direction. Matters involving legal interpretation, final real estate transaction authority, property acquisition or disposition decisions, legislative strategy, significant policy changes, or issues with substantial fiscal, legal, or executive impact are referred to the Bureau Director, OCC, or other appropriate authority for final determination. |
