Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position serves as the Department’s primary technical and policy expert on business tax, providing high-level analytical, consultative, and complex tax technical support to the Executive Office, Bureau Director, and program staff. The incumbent reviews all draft and enacted legislation, prepares technical analyses and guidance, and serves as the Department’s business tax technical liaison for policymakers, practitioners, and internal teams.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Reviews and analyzes all business tax related laws and legislation and prepares technical memoranda, implementation analyses, and policy interpretations. This includes identifying statutory ambiguities, proposing administratively workable alternatives or clarifications, and collaborating with the Office of Chief Counsel (OCC) on regulatory language, statements of policy, and interpretive guidance.

Conducts advanced tax research involving federal legislation, court decisions, and legislation passed by other states to determine impact on department and bureau operations and policy. This includes maintaining documentation of interpretive positions and citations. Identifies areas of interpretive risk or inconsistent application and recommends corrective action.

Represents the Department at meetings, conferences, and public forums to articulate agency policy and program objectives. Delivers public presentations to enhance understanding of business tax programs and support stakeholder engagement. Communicates information on program initiatives, accomplishments, and objectives, ensuring consistent and accurate messaging to external audiences.

Serves as the Department’s primary business tax contact for legislators, professional associations, tax practitioners, and other government agencies to provide authoritative responses to complex practitioner and taxpayer questions.

Provides high-level technical direction and consultation across the organization to ensure accurate and consistent interpretation and implementation of business tax laws, regulations, and policy.

Advises the Bureau Director and Executive Office on programmatic trends impacting programs and recommends program and program policy changes to meet current and future needs.

Serves as the lead for the Department’s knowledge management and knowledge transfer efforts. This includes identifying key employees across bureaus, documenting historical and current program information, and developing methods for cataloging and disseminating technical knowledge. Works collaboratively with bureaus to expand organizational understanding of business tax by facilitating mentoring, coaching, and targeted training for staff. Ensures continuity of expertise, supports succession planning, and promotes consistent interpretation and application of business tax policy across the Department.

Leads cross-departmental teams in implementing initiatives, special projects, legislative changes, updating forms, processes, and systems. This includes attending meetings on behalf of the Bureau Director and Executive Office, providing executive guidance to project teams, escalating decisions to the Executive Office, and providing follow-up and status reports to keep the Bureau Director and Executive Office apprised on the progress of projects.

Develops, reviews, and updates technical bulletins, instructions, practitioner guides, FAQs, and internal training materials.

Conducts technical reviews of business tax forms, schedules, instructions, and electronic filing rules. This includes technically reviewing published materials to reflect accurate statutory interpretations and administrative feasibility.

Represents the Department in workgroups, technical meetings, and external outreach sessions.

Translates statutory changes into clear operational requirements for program areas, including IT, audits, processing, and communications.

Assists with training staff on new or revised business laws and guidance.

Performs all other related duties as required.

This position reports to the Director of the Bureau of Business Taxpayer Accounting and provides direct assistance to the Executive Deputy Secretary of Revenue as well as other members of the executive team.

This position independently researches, reviews, and analyzes laws and legislation impacting business tax and determines impact to operational policies.

Makes recommendations on policy changes and implements new policy changes.

Represents the Department in high-level meetings and serves as a liaison to outside parties in communicating decision and negotiates compromise on complex and difficult tax technical issues.
