Position Purpose:

Provide strategic leadership and administrative oversight for the Division of Program Initiatives, Grants, and Training in support of executive-directed initiatives aligned with the priorities of the Adjutant General, Executive Deputy Secretary, Deputy for Administration, and the Governor. Directs the Division's capability center responsible for organizational development, workforce capability, enterprise modernization, grants governance, strategic initiatives, organizational innovation, and training. Through strategic planning, program development, and cross-functional collaboration, the Division strengthens organizational effectiveness, operational performance, workforce readiness, and long-term organizational sustainability across the Department.

Description of Duties:

Serve as the Division Chief for the Division of Program Initiatives, Grants, and Training and provide executive leadership, strategic direction, and administrative oversight for Division operations. Direct the development, coordination, implementation, and evaluation of enterprise initiatives affecting approximately 2,400 employees across multiple bureaus, program offices, and operational units. Establish Division priorities, allocate resources, evaluate organizational performance, and ensure Division activities align with the strategic priorities of the Governor, Adjutant General, Executive Deputy Secretary, Deputy for Administration, and Department leadership.

Direct the Department's capability center responsible for organizational development, leadership development, workforce capability, enterprise modernization, strategic initiatives, grants governance, organizational innovation, Knowledge Management, Lean transformation, and emerging technologies. Lead the development, pilot implementation, evaluation, institutionalization, and transition of enterprise initiatives that strengthen organizational performance and ensure mature initiatives are successfully transitioned to appropriate operational ownership for long-term sustainability.

Provide executive leadership for executive-directed strategic initiatives that support Department priorities and initiatives affecting the workforce. Coordinate cross-functional efforts that improve organizational capability, workforce readiness, operational effectiveness, customer service, and organizational resilience while ensuring enterprise initiatives are aligned with executive priorities and measurable organizational outcomes.

Provide executive oversight of workforce development, leadership development, organizational culture, employee engagement, and enterprise training initiatives administered within the Division. Ensure initiatives strengthen workforce capability, organizational effectiveness, collaboration, knowledge transfer, change management, innovation, and mission readiness while supporting Department strategic objectives.

Direct organizational innovation and modernization initiatives through the application of Lean methodologies, Knowledge Management, structured problem solving, business process improvement, organizational analysis, artificial intelligence, automation, collaboration technologies, and emerging business practices. Evaluate modernization opportunities and direct implementation of initiatives that improve organizational capability, operational efficiency, service delivery, and long-term sustainability.

Provide executive oversight of the Department's grants governance program by establishing strategic priorities, administrative standards, governance frameworks, and performance expectations supporting effective grant administration and alignment with Department objectives. Ensure grant development, policy coordination, regulatory compliance, fiscal stewardship, reporting requirements, and internal controls are effectively administered across the Department. Review compliance concerns and recommendations presented by the Grants and Policy Officer and provide executive direction regarding corrective actions, policy development, organizational risk, and program improvements.

Develop Division governance standards, administrative procedures, organizational policies, internal controls, strategic guidance, and performance measures supporting workforce capability, organizational development, grants governance, strategic initiatives, enterprise modernization, and organizational effectiveness. Ensure Division activities comply with applicable federal and Commonwealth laws, regulations, administrative policies, and executive priorities.

Develop executive performance dashboards, organizational analytics, enterprise metrics, and Division performance indicators supporting strategic planning, workforce capability, organizational modernization, grants governance, and executive decision-making. Evaluate organizational trends and recommend strategic investments, organizational improvements, modernization opportunities, and capability development initiatives that strengthen Department operations and long-term organizational performance.

Prepare executive briefings, strategic analyses, organizational assessments, policy recommendations, legislative responses, and decision papers regarding organizational development, workforce capability, strategic initiatives, grants governance, organizational innovation, and modernization activities. Advise executive leadership regarding organizational priorities, enterprise initiatives, workforce capability, operational risks, and opportunities that strengthen organizational performance and mission readiness.

Collaborate with the Office of Strategic Operations, Workforce and Succession Planning, Human Resources, Public Affairs, Procurement, Budget, bureau leadership, program offices, and external partners to develop integrated organizational development strategies, coordinate enterprise initiatives, strengthen workforce capability, and ensure consistent implementation of Department priorities across organizational units.

Develop communication strategies supporting organizational development, leadership development, enterprise initiatives, and modernization efforts in partnership with the Public Affairs Office. Ensure communication objectives reinforce Department values, increase organizational awareness, and support successful implementation of executive-directed initiatives.

Provide executive direction and administrative oversight to subordinate management personnel responsible for organizational culture and leadership, training and employee engagement, grants and policy coordination, and organizational innovation activities. Establish organizational priorities, mentor management staff, evaluate performance, allocate resources, foster collaboration and accountability, and ensure Division operations comply with Commonwealth regulations and Department administrative policies.

Represent the Department before Commonwealth agencies, federal agencies, educational institutions, legislative offices, military organizations, veterans organizations, professional associations, and interagency workgroups regarding workforce capability, organizational development, grants governance, organizational innovation, strategic initiatives, modernization efforts, and Department priorities. Develop collaborative partnerships that strengthen organizational capability, program effectiveness, and long-term mission readiness.

Perform work in accordance with Department safety policies and established workplace safety procedures. Immediately report workplace injuries or incidents to the appropriate authority and ensure identified safety hazards are corrected or reported in accordance with Department policy.
