SERIES NATURE OF WORK: The Information Technology (IT) Executive job series describes work in the administration and management of IT services.
DEFINITION: This is responsible professional and administrative or supervisory/managerial work in the Office of Administration (OA).
An employee in this job is responsible for performing IT work in an IT delivery center or in the OA central office. Work generally involves managing IT services including developing planning strategies for incorporating and integrating new or revised IT technologies; working with IT and program staff to coordinate IT services and needs; and evaluating IT services. Work may involve the supervision or management of professional IT staff. Work is assigned in the form of goals and objectives and is reviewed for results attained and overall effectiveness.

Manages the technology services for a smaller delivery center and is responsible for planning, directing, evaluating, and controlling the technology and operations of staff engaged in managed compute, network and data management, and systems management.
Manages the information technology security program for a larger delivery center which involves ensuring the delivery center cyber security program provides a secure environment for the agencies served, including the completion of audits and risk assessments, developing and implementing security policies and procedures, consulting on security systems architectures, and promoting IT security awareness.
Serves as the central office chief enterprise architect for IT solutions and leads the program to develop, maintain, and govern the technology architecture across the commonwealth enterprise; define the architecture review process; and lead the integration of those processes with the delivery centers and core enterprise functions.
Serves as the central office chief enterprise architect for IT innovations responsible for the commonwealth’s application innovation program, including providing business, application, data, and technology architecture services; advising on emerging trends relating to new and different approaches to modernizing application portfolios, developing solutions, and maintaining applications in a cost-effective manner; setting new policy to modernize applications; evaluating application architecture and reuse issues, including other options to ease maintenance needs; and directing major application transformation initiatives.
Serves as the central office Chief Accessibility Officer and is responsible for developing and enforcing enterprise-wide policies and standards for information technology accessibility services that comply with the Americans with Disabilities Act; directing initiatives to promote inclusivity when designing applications, websites, and documents; and providing strategic guidance to executive staff on inclusiveness issues for information technology services provided by the commonwealth.
Serves as the Director of the Bureau of IT Service Management and is responsible for providing strategic leadership to develop successful business relationships between service owners and the business areas through the Information Technology Infrastructure Library (ITIL) service management process, methodology, and tools, and leading the commonwealth’s efforts to further IT Service Management adoption.
Serves as the Director of the Bureau of Managed Compute and is responsible for overseeing the commonwealth’s managed compute program, to include overseeing vendor relationships, ensuring service delivery objectives are met, and verifying key service level agreements (SLA) targets are achieved.
Serves as the Director of the Bureau of Managed Network and Telecommunications and is responsible for overseeing the commonwealth’s telecommunications program, to include overseeing vendor relationships, ensuring service delivery objectives are met, and verifying key SLA targets are achieved.
Manages JNET or PCCD IT business and resources by facilitating the JNET or PCCD governance structure; executing the strategic vision through the development, coordination, and implementation of policies and procedures; developing and directing deployment strategies for multiple jurisdictions; and overseeing the management of the IT infrastructure and the development of new projects.
Serves as the Enterprise Supplier Relationship Executive and is responsible for identifying and negotiating the best external supplier price for IT services and components, and planning and managing the flow of services and products acquired through external suppliers by performing supply chain management, contract management, supplier management, and training program functions for the Office of Administration’s Office for Information Technology.
Serves as the IT Shared Services Program Manager and is responsible for the ongoing planning, design, and implementation of the enterprise shared services model.
Manages the business and service management program for a larger delivery center, including directing project management, portfolio management, policy and standards development, strategic planning, business analysis, procurement, IT financial management, and supplier/contract management for the delivery center.
Serves as Assistant Director for IES Program Operations and Support and is responsible for strategic, operational, and program planning; change control; analytical support; budget preparation and financial management; vendor management and procurement; continuity of operations; personnel onboarding; and communications.
Serves as the Assistant Director for Business Operations and provides leadership and management of the four functional teams which include: Finance/Controlling/Funds Management/Customer Relationship Management (FI/CO/FM/CRM); Procurement/Plant Maintenance; Human Capital Management (HCM); and Business Intelligence/Master Data Management/Enterprise Reporting.
Serves as the Assistant Director for IES Program Operations and Support and is responsible for ensuring direction, continuity, and discipline in program integration; testing and quality assurance; program and project management; and the Business Warehouse (BW) data warehouse solution in support of the IES program and enterprise.
Serves as the Assistant Director for Technical Operations and provides leadership and management of the Technical Operations Division.
Performs the full range of supervisory duties.

Twelve years of professional information technology experience;

An equivalent combination of experience and training.
SPECIAL REQUIREMENT:
