DEFINITION: This is highly responsible managerial and professional work directing the Bureau of Employee Benefits in the Office of Administration (OA).

The employee in this job directs the development and administration of commonwealth health benefits, group life insurance, optional insurance benefits, and the State Employee Combined Appeal program. Work involves developing program goals, objectives, and priorities to ensure that benefit programs are developed and administered to meet the needs of employees and annuitants. Important aspects of the work involve assisting the Bureau of Employee Relations in labor negotiations and collective bargaining strategies for assigned program areas, and advising the Director, Employee Relations and Workforce Support on programmatic issues. General direction is received from the Director, Employee Relations and Workforce Support Office who assigns work in the form of broad goals and objectives. Work is reviewed through meetings and reports for attainment of goals and objectives and program quality.

• Directs the development and implementation of employee benefits policy and programs.

• Advises the Director, Employee Relations and Workforce Support Office on employee benefits program policy issues.

• Provides detailed analyses on benefits issues to members of the Pennsylvania Employee Benefits Trust Fund and staff involved in contract negotiations.

• Oversees the administration of the commonwealth’s health benefits, group life insurance, and family care account programs.

• Directs the preparation of cost projections for current or proposed benefits programs.

• Directs the development and administration of the commonwealth’s various employee-related benefits programs.

• Directs the bidding and selection process for service providers.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.


• Knowledge of the principles and practices of employee benefits programs development and administration.

• Knowledge of the principles and practices of public administration.

• Knowledge of the principles, methods, and techniques of human resource administration.

• Knowledge of the principles and practices of supervision.

• Knowledge of commonwealth employee benefits programs and services.

• Knowledge of commonwealth programs.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Seven years of professional human resources experience, that includes three years in a supervisory capacity directing an employee benefits program, and a bachelor's degree;


• An equivalent combination of experience and training that includes three years of professional human resource management supervisory experience directing an employee benefits program.
