SERIES NATURE OF WORK: The Human Resource (HR) job series describes work in the administration and delivery of HR programs and services.
DEFINITION: This is beginning-level paraprofessional HR work.
An employee in this job participates in the administration of HR programs by communicating with job applicants, employees, program officials, and the public to gather and impart HR information; and reviewing, performing limited analysis of, and processing HR information. Work is performed independently and is reviewed upon completion for accuracy and adherence to procedures and instructions.
• Employee Relations: Work involves updating grievance tracking databases, preparing status reports, reviewing and evaluating documentation for probationary period extensions, and conducting preliminary reviews of employee arrest reports.
• General: Work involves providing general support to HR office operations by serving as an initial point of contact, assisting employees and job applicants with HR information, performing onboarding and new employee orientation processes, providing guidance to timekeepers on appropriate payroll processing practices, submitting requests for changes to position and personnel data in SAP, tracking and monitoring HR information involving a wide variety of programs and services, and maintaining HR files and records.
• Organization Management: Work involves assisting in the conduct of classification surveys, providing guidance to supervisors on the development or revision of position descriptions, and logging, tracking, or preparing reports for organization management related actions.
• Talent Acquisition:
• At the enterprise level, work involves managing resource accounts/workload information, routing exam plans for review, and uploading documents to NEOGOV; or maintaining job specification review files and minimum experience and training (MET) questions database, maintaining and providing user access to web-based file sharing systems, and reviewing postings created by independent agencies.
• At the agency level, work involves compiling information for the vacancy posting request process, assisting with the processing of actions in NEOGOV, providing general information to prospective employees, submitting candidate background check requests, and tracking talent acquisition related actions including seasonal hiring.
• Talent Development: Work involves assisting with the development of training needs surveys, scheduling and tracking employee training, and generating various reports.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to read and interpret written information.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• One year of clerical or other comparable experience which involved obtaining, providing, and evaluating information in accordance with established standards;
or
• An equivalent combination of experience and training.
