SERIES NATURE OF WORK: The Unemployment Compensation Operations Examiner job series describes work evaluating unemployment compensation benefits claims as required by the federal benefits accuracy measurement program.
DEFINITION: This is supervisory and specialized technical work in examining, analyzing, and evaluating claims for unemployment compensation benefits to determine the accuracy of payments for paid claims and the accuracy of disqualifications for denied claims.
An employee in this job is responsible for supervising Unemployment Compensation Operations Examiner staff performing the reconstruction of a sample of paid and denied claims for unemployment compensation benefits; analyzing and validating claim records and information; ensuring compliance with federal and state laws, regulations, and policies; and determining the accuracy of the benefit amount paid or benefits denied. Work involves assigning cases and reviewing completed cases for documentation and accuracy within a dedicated benefits accuracy measurement unit. Work includes providing guidance to staff and unemployment compensation service center management on claim issues. Work is performed under established policies and procedures and is reviewed by an administrative superior through a review of written reports, conferences, and overall program effectiveness.

• Assigns and reviews cases completed by subordinate staff for adherence to federal and state laws, regulations, and policies as well as benefit accuracy measurement program standards.
• Reviews completed case documentation including financial documentation; interviews with claimants, employers, and interested third parties; and benefit payment determination.
• Serves as final agency approval on completed case reviews.
• Reports findings to the US Department of Labor.
• Identifies claim issues to be addressed with unemployment compensation service center management.
• Participates in benefit accuracy measurement program conferences and peer reviews with other state unemployment compensation programs.
• Provide guidance on unemployment compensation laws and benefit accuracy measurement policies and procedures.
• Participates in reviewing and updating benefits accuracy measurement forms, procedures, and policies.
• Provides information to department management on accuracy rates and causes of payment errors.
• Attends unemployment compensation hearings as needed.
• Performs the full range of supervisory functions.
• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of unemployment compensation laws, regulations, and guidance.
• Knowledge of the functions and operations of unemployment compensation service centers.
• Knowledge of unemployment compensation claims processing and adjudication practices.
• Knowledge of interviewing techniques required to gather information.
• Ability to read and interpret policies and procedures.
• Ability to analyze and interpret data.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• One year of experience as an Unemployment Compensation Operations Examiner;
or
• Three years of experience as an Unemployment Compensation Claims Examiner;
or
• Three years of experience performing technical work in an unemployment compensation program.
