JOB TITLE: UNEMPLOYMENT COMPENSATION STAFF DEVELOPMENT SPECIALIST 1

SERIES NATURE OF WORK: The Unemployment Compensation Staff Development Specialist series describes work in staff training and development in the Office of Unemployment Compensation Benefits.

DEFINITION: This is entry level professional work in staff training and development aimed at responding to changes in unemployment compensation (UC) laws, policies, procedures, and technology.

An employee in this job coordinates, organizes, revises, and delivers training related to Unemployment Compensation Service Center (UCSC) policies and procedures. Work involves assisting in the review and revision of course outlines, lesson plans, audio-visual materials, exercises, evaluation tools, and handouts. Work also involves conducting and coordinating training delivery and presentation; delivering training in formal and on-the-job settings; using evaluation tools to monitor the accomplishment of course objectives; conducting training needs assessments; and tracking and maintaining training program and course documentation. Work includes the development of training programs to implement broad programmatic, operational, or technical program changes; and the review of UC training program policies and procedures to ensure consistency, quality, efficiency, and effectiveness in training delivery. Work is reviewed by an administrative supervisor in progress and upon completion for adherence to established policies, procedures, and standards.

• Delivers technical and programmatic training courses to educate staff on the proper methods of service delivery for UC programs or projects.

• Facilitates training using a variety of delivery methods, including lecture, hands on activities, one-on-one training, paper and pencil activities, virtual training, and videoconferencing.

• Participates in the recommendation and development of program policies and procedures to ensure consistency, quality, efficiency, and effectiveness in the delivery of UCSC programs.

• Participates in the development of a comprehensive annual training plan to identify specific UC knowledge and job skill subjects, projected timeframes, and potential number of trainees per subject area.

• Assists in the development and revision of training course instructional materials for UC training programs or projects, including lesson plans, course outlines, and educational materials.

• Conducts needs analyses to assess the programmatic training needs of the UCSC.

• Assists in the evaluation of UC training programs to ensure compliance with programmatic goals and objectives, and to determine the need for revisions to existing training programs.

• Tracks and maintains data on training programs and courses, including enrollments, attendance, and completion status.

• Performs the full range of supervisory duties.

• Employees in this job may participate in subordinates' work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of UC laws and regulations.

• Knowledge of the functions and operations of UC service centers.

• Knowledge of UC claims processing and adjudication practices.

• Knowledge of legal precedents relating to the granting of UC benefits.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret laws, regulations, policies, and procedures.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Four years of technical experience in processing UC claims which includes one year of non-monetary claims determinations.
