JOB TITLE: CORRECTIONS INSTITUTIONAL ASSISTANT BUSINESS MANAGER

SERIES NATURE OF WORK: The Corrections Institutional Business Manager job series describes professional work overseeing business management services within the Department of Corrections.

DEFINITION: This is professional administrative work directing business management services at a state correctional institution.

An employee in this job assists a higher-level business manager by overseeing the day-to-day business services of an assigned state correctional institution. Work involves planning and directing budget administration and fiscal control, maintenance of inmate accounts, procurement, storekeeping, information technology support, and mailroom operations. Work includes advising and coordinating with the facility’s superintendent and other facility and agency staff on the allocation and management of funds to support current operational requirements and plan for future expenditures. Supervision is exercised over professional, technical, and clerical employees. Work is performed independently under the supervision of a Corrections Institutional Business Manager and is reviewed through conferences, reports, and evaluation of results for compliance with departmental policies and procedures.

• Oversees, through subordinate staff, day-to-day business services, including budget administration, fiscal planning and control, accounting, procurement, storekeeping, information technology, and mailroom operations.

• Recommends goals, objectives, and priorities for budget preparation, fund allocation, and budget monitoring.

• Assists in the preparation of operating and capital budgets, including budget forecasts of operating expenditures, equipment requirements, and capital improvement.

• Directs and assists with the compilation and analysis of statistical and fiscal information to formulate budgetary reports.

• Recommends and implements updates to facility policies and procedures, including those for the management of inmate accounts.

• Maintains financial controls and procedures to ensure maximum utilization of financial resources; controls the purchase, receipt, inventory, and distribution of a large volume and wide variety of supplies, materials, equipment, and services.

• Confers with facility managers regarding service needs and logistical requirements and takes necessary action within budgetary and policy constraints.

• Participates in formulating long range plans to achieve facility goals.

• Conducts periodic inspections of assigned areas for adherence to operational policies and procedures.

• Coordinates the development of contractual agreements with other agencies and vendors.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational and organizational requirements.

• Performs the full range of supervisory functions.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of budget administration.

• Knowledge of the principles and practices of accounting.

• Knowledge of the methods used in the collection and analysis of data and preparation of financial reports.

• Knowledge of the principles and practices of purchasing.

• Ability to analyze and interpret policies and procedures.

• Ability to communicate effectively in writing.

• Ability to communicate effectively orally.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Three years of professional budgeting, accounting, and purchasing experience, and a bachelor’s degree;

or

• An equivalent combination of experience and training including one year of professional budgeting, accounting, and purchasing experience.
