 JOB TITLE: ADMINISTRATIVE SERVICES DIRECTOR, LABOR AND INDUSTRY

DEFINITION: This is highly responsible administrative work in planning, coordinating, and directing a comprehensive administrative services program for the Department of Labor and Industry.

The employee in this job plans, organizes, directs, and controls department-wide services, including management systems and methods, procurement and requisition, automotive, building and equipment acquisitions and projects, and office services. The employee advises the Deputy Secretary for Administration on improving the quality of these programs. The employee works with considerable latitude in developing and implementing policies, procedures, and objectives with critical decisions being reviewed by the Deputy Secretary prior to implementation. Supervision is exercised over a professional, technical, and clerical staff. Work is assigned by the Deputy Secretary in the form of broad goals and objectives. General direction is received from the Deputy Secretary through conferences, reports, and evaluation of program effectiveness.

• Plans, coordinates, and directs, through subordinate managers, the technical, administrative, and management services functions for the department.

• Directs the development of policies, procedures, and regulations concerning assigned programs.

• Confers and consults with bureau directors, members of the professional and executive staff, and other state agency officials concerning administrative needs, policies, rules, and regulations.

• Directs a centralized mailing operation which provides bulk and mass mailing services for the department.

• Directs the procurement of equipment and services for the department.

• Directs the automotive program for the department, which includes the assignment and use of automobiles and monitoring automotive expenditures.

• Directs the development of cost-benefit analysis for building and equipment utilization and management systems and methods.

• Maintains effective working relationships with Federal and other state agencies involved in administrative functions that impact the activities of the department.

• Serves as principal advisor to the Deputy Secretary for Administration on all matters involving administrative services.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of office management and public administration.

• Knowledge of fiscal planning, management analysis, and procurement methods.

• Knowledge of the principles and methods of policy and program planning, development, and evaluation.

• Ability to analyze and interpret written and numerical information.

• Ability to develop, interpret, and implement policies, procedures, goals, and objectives.

• Ability to communicate effectively in writing.

• Ability to communicate effectively orally.

• Ability to establish and maintain effective working relationships.

• Knowledge of the Bureau of Administrative Services policies and programs.

• Ability to analyze and evaluate the effectiveness of programs.

• Ability to organize and implement new initiatives to enhance or improve program operations.

• Ability to adapt and apply departmental policies, programs, goals, and objectives to assigned programs.

• Ability to effectively plan, develop, and implement comprehensive technical plans for assigned program areas.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Seven years of administrative work in a large organization, including at least three years in an executive or supervisory capacity, and a bachelor's degree;

or

• An equivalent combination of experience and training.
