SERIES NATURE OF WORK:

The Facility Reimbursement job series describes work in identifying and collecting financial reimbursements for costs related to providing care to individuals residing at state operated facilities.

DEFINITION:

This is managerial and administrative work directing the facility reimbursement program in the Department of Human Services.

The employee in this job manages, through subordinate Facility Reimbursement Managers, the statewide facility reimbursement program. Work involves providing technical guidance and assistance to facility revenue collection staff; planning, designing, implementing, and interpreting revenue collection policies, procedures, and systems; and managing, monitoring, and tracking the disposition of delinquent accounts for write-off or collection. Supervision is exercised over managerial, technical, and clerical staff. Work is performed independently under the general direction of an administrative supervisor who evaluates work for results achieved.

• Develops and implements facility reimbursement program policies and procedures in compliance with state and federal regulations.

• Interprets policies, procedures, and systems and resolves problems related to revenue collection activities.

• Monitors the implementation of billing processes for uniformity and consistency.

• Reviews proposed regulations and policy changes for the facility reimbursement program to determine impacts on collection functions.

• Recommends solutions in situations of non-compliance with policy and regulations.

• Monitors delinquent accounts for write-off or collection to ensure accurate and timely processing, prevent further delays in collection efforts, and address broader programmatic issues.

• Directs the development and implementation of process changes for improvements in accuracy, timeliness, and effectiveness of revenue collection activities.

• Designs, develops, and implements training programs for facility reimbursement staff.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of billing and collecting financial accounts or debts.

• Knowledge of the principles and practices utilized in financial billing and collection operations.

• Knowledge of interviewing techniques.

• Knowledge of the principles and practices of supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to apply critical thinking skills to identify and resolve problems.

• Ability to analyze and interpret written and numerical information.

• Ability to perform mathematical calculations.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Facility Reimbursement Manager (commonwealth title);

or

• Seven years of experience involving public contact work in billing and collecting financial accounts or debts which includes two years of supervisory experience in billing and collecting financial accounts or debts;

or

• An equivalent combination of experience and training, which includes two years of supervisory experience in billing and collecting financial accounts or debts
