JOB TITLE: DIRECTOR, BUREAU OF STAFF SERVICES, PSP

DEFINITION: This is professional and managerial work directing the activities of the Bureau of Staff Services in the Pennsylvania State Police (PSP).

The employee in this job is responsible for planning, coordinating, and managing the department-wide administration of budget and fiscal management operations, procurement and supply activities, fleet and facilities management, and office support services. Work involves the formulation and implementation of policies and procedures to manage bureau operations and the analysis of the impact of proposed legislation on areas of responsibility. An important aspect of this position is providing recommendations to the State Police Commissioner and Deputy Commissioners and guidance to senior management regarding budget and rebudget preparations, funding allocations, budget monitoring, and fleet and facility management solutions. Work also includes coordinating with high-level administrative staff in the Governor’s Office and Department of General Services to ensure issues are effectively resolved. Supervision is exercised over professional, technical, administrative, and clerical staff. Work is performed under the general direction of the Deputy Commissioner of Staff and is reviewed through reports, conferences, and evaluation of overall results.

• Plans, organizes, and directs the department’s administrative services functions.

• Advises the Commissioner and Deputy Commissioner of Staff on the efficient and effective allocation, use, and management of the department’s finances, facilities, vehicle fleet, supplies, and equipment.

• Oversees the department’s budget preparation, implementation, analysis, and control; negotiates the approval and acceptance of the requested budget with the Governor’s Office of the Budget; and presents a defensible budget before the legislature.

• Oversees the acquisition, assignment, maintenance, repair, and replacement of the department’s vehicle fleet.

• Oversees the development of department facility standards.

• Oversees the design, construction, maintenance, repair, and leasing of department buildings and facilities; and reviews and approves departmental space allocation plans.

• Oversees the department’s procurement, contract, and inventory control functions.

• Oversees operational support for the department’s warehousing of supplies and clothing.

• Oversees the department’s print and mail services.

• Confers with managers concerning their fiscal, facility, fleet, and supply needs.

• Represents the department on matters pertaining to budget and fiscal management, vehicle purchases, facility construction and leasing, and supply purchases.

• Evaluates, develops, modifies, and implements policies and procedures governing financial management, procurement and supply, and fleet and facilities management.

• Reviews proposed legislation to evaluate impact on bureau operations and recommends support or opposition to executive management.

• Ensures the efficiency and effectiveness of bureau operations through the review of reports and correspondence.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Knowledge of commonwealth policies, procedures, and processes governing the administration of budget and fiscal management operations, procurement and supply activities, fleet and facilities management, and office support services.

• Ability to exercise initiative and judgement in developing, interpreting, and implementing policies and procedures and analyzing and evaluating the effectiveness of programs.

• Ability to coordinate activities of program areas and resolve conflicts.

• Ability to prepare a program budget and to analyze and control expenditures.

• Ability to plan, direct, and oversee the work of a large staff.

• Ability to negotiate with stakeholders.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Seven years of professional experience in budget and fiscal management, purchasing and contracting, facilities management, or a closely related field including three years in a supervisory capacity, and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes three years of supervisory experience in budget and fiscal management, purchasing and contracting, facilities management, or a closely related field.
