JOB TITLE: CHIEF OF STAFF, BUSINESSPA

JOB CODE: 08937

DEFINITION: This is responsible advisory and consultative work as the Chief of Staff, BusinessPA for the Department of Community and Economic Development (DCED).

The employee in this job oversees internal operations, strategic prioritization, and performance management for the Office of BusinessPA. Work involves assisting the Deputy Secretary and executive staff with establishing and implementing department policies, goals, and objectives; and providing analysis, consultation, and direction to the executive team and program offices regarding the interpretation, implementation, and evaluation of programs and special initiatives. Work includes advising leadership on emerging issues and ensuring clear communication and accountability across teams. Supervision is exercised over professional staff. Work is performed independently and is subject to general review for overall effectiveness by the Deputy Secretary for BusinessPA.

• Advises the Deputy Secretary on complex and sensitive program and administrative matters.

• Manages the internal operations of the Office of BusinessPA to ensure alignment with agency goals and compliance with strategic deadlines.

• Leads meetings with office heads to monitor operations, address urgent matters, and support strategic planning.

• Recommends and implements policies and procedures in alignment with BusinessPA objectives.

• Develops and implements systems to ensure consistent reporting, performance tracking, and accountability across BusinessPA offices.

• Manages the BusinessPA research team and directs research on program development, market analysis, and economic impacts.

• Manages and monitors the status of special and major projects for the Deputy Secretary.

• Oversees intake, delegation, and follow-up of cross-functional and special project requests, coordinating with subject matter experts as needed.

• Coordinates interagency communication to support alignment on strategic initiatives.

• Supports business retention and expansion efforts, ensuring companies receive follow-up assistance after deals are completed.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of program planning, implementation, and evaluation.

• Knowledge of the principles and practices of policy analysis, development, and implementation.

• Knowledge of the principles and practices of office management.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to manage multiple priorities and deadlines.

• Ability to identify operational inefficiencies and recommend improvements.

• Ability to collect, analyze, and interpret data.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Eight years of professional experience in business administration, strategic planning, project management, or public administration that includes two years of administrative, supervisory, or consultative experience, and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes two years of professional administrative, supervisory, or consultative experience in business administration, strategic planning, project management, or public administration.
