JOB TITLE: EXECUTIVE DIRECTOR, FINANCIAL MANAGEMENT CENTER, DCED

DEFINITION: This is professional administrative and managerial work planning and directing the operations of the Financial Management Center in the Department of Community and Economic Development (DCED).

The employee in this job ensures the accountability and effective management of commonwealth funds through comprehensive leadership, strategic planning, policy development and implementation, and directing agency operations and activities in areas related to financial management, budgeting, auditing, compliance, monitoring, and reporting. Work involves directing the development, implementation, and maintenance of agency budget and audit policies, standards, procedures, reporting techniques, and quantitative and qualitative standards of measurement for accurate fiscal reporting. Work also involves representing the Executive Deputy Secretary in budget, fiscal, and audit related matters, and directing program initiatives and agency-wide special projects.

Work includes improving fiscal responsibility and improving program goals and objectives as well as their effectiveness through budget monitoring; interpreting financial, accounting, and fiscal reports to provide budget and rebudget preparation and funding allocation recommendations to senior management; and evaluating proposed and existing legislation for impacts and to recommend changes. Supervision is exercised over professional staff. Work is performed independently under the general direction of the Deputy Secretary and is reviewed through conferences and reports for overall effectiveness and for goals and objectives attained.

• Directs the development and implementation of department policies, procedures, and standards related to audits, financial monitoring, guidline standardization, and contract standardization, amendments, and modifications.

• Develops long-term strategies, goals, and objectives for the agency to ensure optimal operational efficiency.

• Provides consultative services pertaining to financial management.

• Prepares the agency budget, re-budget, and budget hearing materials, and responds to inquiries from various parties.

• Serves as a member of the department's Executive Audit Review Committee (EARC).

• Directs and oversees the development and maintenance of the data collection reporting repository.

• Serves as the department’s primary point of contact for audit inquiries, conferences, and requests for supporting documentation from all auditors including the Auditor General and the Inspector General.

• Reviews and evaluates programs and policies, and develops, recommends, and implements changes to improve program performance and productivity.

• Identifies, interprets, and implements new program and legislative initiatives.

• Reviews reports and recommendations prepared by staff to determine the soundness of recommendations, conclusions, and findings.

• Ensures compliance with regulatory requirements and executive orders for file management, maintenance, and archiving.

• Performs the full range of supervisory duties.

• The employee in this job participates in the performance of subordinates' work consistent with operational or organizational requirements.

• Performs other related duties as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of budget administration.

• Knowledge of principles and practices pertaining to the organization and management of economic enterprises.

• Knowledge of lending principles, practices, and procedures.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the methods for evaluating financial programs.

• Ability to read, analyze, and interpret policies, procedures, and regulations.

• Ability to analyze and interpret written and numerical information.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Seven years of professional experience in budget administration, including three years of supervisory experience, and a bachelor's degree in business administration, finance, accounting, or a closely related field;

or

• An equivalent combination of experience and training which includes three years of supervisory experience in budget administration.
