DEFINITION: This is professional and administrative work directing and planning the activities of the Enterprise Wireless Management Office in the Department of General Services (DGS).
The employee in this job administers a statewide wireless infrastructure management program to facilitate the development, improvement, and expansion of digital telecommunications throughout the commonwealth. Work involves overseeing the Wireless Infrastructure Program Management contract; directing the development and implementation of wireless telecommunications policies, proposals, and agreements; and managing wireless telecommunications assets for commonwealth agencies in accordance with their unique legislative and operational requirements. Work includes maintaining extensive contact and outreach with telecommunications industry stakeholders, state and local elected officials, and other relevant parties to advance the adoption of digital connectivity in Pennsylvania and promote commonwealth wireless resources. Work is performed independently under the general direction of a deputy secretary and is reviewed through conferences, reports, and evaluation of overall program effectiveness.

• Directs the development of wireless telecommunications policies and provides operational guidance to industry groups, state and local elected officials, and other stakeholders on behalf of the commonwealth.
• Coordinates with telecommunications providers, internet service providers, and commonwealth agencies to ensure commonwealth telecom infrastructure is properly maintained.
• Develops strategic plans and marketing strategies to promote commonwealth telecommunications assets to telecommunications providers and other participants in coordination with the Wireless Infrastructure Program Management contractor.
• Oversees the management of Site Occupancy Agreements (SOAs) for new telecommunication equipment placed upon commonwealth-owned land, buildings, or other locations that will support wireless infrastructure.
• Supervises the review of proposed and existing SOAs, design concepts, specifications, plans, and drawings for adherence to industry best practices.
• Coordinates with the Wireless Infrastructure Program Management contractor to establish and achieve program revenue targets.
• Coordinates with the Broadband Development Authority to manage the commonwealth’s development and operation of middle mile infrastructure, including construction of new middle mile infrastructure.
• Directs the transition of tenants from commonwealth legacy telecommunications contracts to the statewide Wireless Infrastructure Management program.
• Leads Wireless Governance Committee meetings.
• Consults with legislators, governmental entities, and other stakeholders to offer guidance on ways to improve connectivity across the commonwealth, including within legislative districts.
• Directs the completion of grant applications in support of the Wireless Infrastructure Program Management contract.
• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of federal and state laws and regulations pertaining to wireless and telecommunications infrastructure.
• Knowledge of current and emerging wireless, telecommunications, and computing technologies.
• Knowledge of basic telecommunication tower construction and site design.
• Knowledge of the grants management process.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Knowledge of the principles and practices of employee supervision.
• Ability to analyze and interpret legislation, regulations, policies, and procedures.
• Ability to establish and maintain effective working relationships.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Six years of professional management or marketing experience in telecommunications infrastructure management or telecommunications site development, which includes three years of supervisory experience; and a bachelor's degree in telecommunications, information technology, engineering, communications, computer science, business administration, public policy, or a closely related field;
or
• An equivalent combination of experience and training that includes three years of professional and supervisory management or marketing experience in telecommunications infrastructure management or telecommunications site development.
