JOB TITLE: DIRECTOR, BUREAU OF REAL ESTATE

JOB CODE: 09430

DEFINITION: This is highly responsible technical and administrative work directing the development and maintenance of the commonwealth’s real estate portfolio in the Department of General Services.

The employee in this job directs the review, processing, and negotiation of all contracts for the leasing, acquisition, and disposition of real property for state agencies. Work involves overseeing transactions such as land purchases, easements, demolitions, and surplus real estate sales approved by the Board of Commissioners of Public Grounds and Buildings, or as dictated by law. Work also includes conducting complex negotiations with property owners; advising state agencies and institutions on the purchase of property; developing and implementing policies, procedures, and strategic plans; and executing leasing, space management, and real estate requirements. Supervision is exercised over technical and professional staff engaged in real estate activities. Work is reviewed for overall program effectiveness and adherence to applicable laws, rules, and regulations.

• Plans, organizes, and directs the reviewing, processing, and negotiation of all contracts for the leasing and acquisition of real property for state agencies.

• Negotiates complicated real estate transactions involving leases and sub-leases, land purchases, easements, and licenses.

• Reviews, develops, and recommends policies, procedures, and standards concerning real estate transactions.

• Recommends the sale, purchase, or lease of state-owned property; confers with the Office of General Counsel regarding the purchase of property by the commonwealth.

• Contacts real estate owners to secure land purchase contracts.

• Administers the sale of surplus real estate and the demolition of obsolete buildings and structures as authorized by the legislature.

• Inspects real estate to determine physical condition, necessity for repairs, compliance with all provisions in the lease, or fair market value.

• Confers with officials of other agencies and legislative representatives on real estate problems.

• Directs the collection and analysis of statistical and other data related to the commonwealth's real estate program to formulate improvement recommendations.

• Operates motor vehicles.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles, practices, and techniques involved in the appraisal, acquisition, leasing, and sale of real estate.

• Knowledge of standard practices and procedures involved in real estate negotiations.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret written information, such as legislation, regulations, policies, and procedures.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

• Knowledge of state laws and regulations pertaining to the acquisition of real estate for public purposes.

• Knowledge of the principles and practices of public administration.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Five years of technical experience in real estate brokerage, including two years in a supervisory capacity; and a bachelor's degree.

SPECIAL REQUIREMENT:

• Possession and maintenance of an active Pennsylvania non-commercial Class C driver’s license or equivalent.
