JOB TITLE: ASSISTANT SECRETARY, PMRS

JOB CODE: 09580

DEFINITION: This is responsible managerial and administrative work providing assistance to the Secretary of the Pennsylvania Municipal Retirement System (PMRS).

The employee in this job directs operational activities of PMRS. Work involves coordinating and managing agency-wide purchasing, information technology support, facilities management, inventory management, human resources services, records management, and fleet management support services. Work includes developing and implementing policies and procedures to improve operations and coordinate agency resources; researching retirement system trends and proposing future goals; and establishing and maintaining partnerships with vendors and other state agencies. Work is performed under the general supervision of the Secretary, PMRS and is reviewed through conferences and reports for attainment of goals and overall effectiveness.

• Directs the implementation of new policies related to operations to ensure continuous improvement.

• Represents the Secretary at designated meetings, presentations, and functions.

• Identifies and evaluates problems in current policies and procedures related to assigned functions and recommends appropriate action to the Secretary and the board.

• Facilitates meetings with executive staff, division managers, information technology personnel, and independent contractors to evaluate current and future business requirements related to assigned functions

• Conducts research to identify methods to refine or enhance operations within assigned areas of responsibility.

• Directs change management processes through supervision of the project management function for initiatives that could significantly impact agency operations.

• Provides application support to ensure proper functioning of content management systems and office software.

• Manages staff providing general computing, telecommunications, and technical hardware support services.

• Manages relationships with vendors and state agencies.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of principles and practices of human resource management, information technology, and business management.

• Knowledge of the principles and practices of employee supervision.

• Ability to interpret and apply policies, procedures, and regulations.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

• Knowledge of retirement, investment, and pension plan programs and service delivery.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Seven years of managerial experience in business operations, information technology, or financial management, and a bachelor's degree in accounting, business, economics, finance, information technology, leadership, or a related field;

or

• An equivalent combination of experience and training.
