JOB TITLE: LOTTERY SPECIALIST 1

SERIES NATURE OF WORK: The Lottery Specialist series describes work in the development, management, and analysis of sales and marketing initiatives for the Pennsylvania Lottery.

DEFINITION: This is entry level professional work in planning, developing, implementing, and promoting the Pennsylvania Lottery programs.

An employee in this job participates in planning, developing, executing, and evaluating Lottery sales and marketing objectives and strategies. Work involves implementing product development, including new game introductions; developing game design specifications; implementing sales or marketing promotional campaigns and activities; and recommending new sales and marketing initiatives to support the Pennsylvania Lottery's retailer network. Work includes gathering and compiling data, analyzing potential sales and market trends, and assisting in the development of sales and marketing communications and materials. Work is reviewed in progress and upon completion for adherence to established policies, procedures, and standards.

• Assists sales staff and clients in developing and maintaining lottery sales markets.

• Develops special regional cooperative promotional events.

• Assists with developing sales promotional plans or marketing strategies.

• Evaluates the effectiveness of marketing plans and proposes adjustments to the marketing strategy.

• Participates in the development and approval of creative marketing strategies and advertising.

• Plans programs to support and expand the retailer network.

• Ensures timely and appropriate retention and disposal of the division’s documents.

• Reviews survey data and makes recommendations for action.

• Prepares correspondence and reports in response to inquiries from retailers.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs other related duties as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of marketing, promotion, and retail sales.

• Knowledge of the principles and practices of data collection and analysis.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Skill in reviewing and evaluating advertising campaigns for various media platforms.

• Skill in developing market research surveys or studies.

• Skill in developing new business relationships.

• Ability to adapt to changing priorities.

• Ability to interpret and apply policies and procedures.

• Ability to analyze and interpret data.

• Ability to communicate effectively in writing.

• Ability to communicate effectively orally.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of professional marketing, advertising, sales, or merchandising experience; and a bachelor’s degree in marketing, advertising, business administration, data science, economics, or a related field;

• Five years of experience in managing a retail business, servicing retail sales accounts, or marketing products to retail accounts, which includes sales, advertising, marketing communications, product research, or promotion.
