JOB TITLE: LOTTERY SPECIALIST 2

SERIES NATURE OF WORK: The Lottery Specialist series describes work in the development, management, and analysis of sales and marketing initiatives for the Pennsylvania Lottery.

DEFINITION: This is specialized professional work in planning, developing, implementing, and promoting the Pennsylvania Lottery programs.

An employee in this job plans, develops, executes, and evaluates Lottery sales and marketing objectives and strategies. Work involves maintaining existing relationships with lottery retailers and developing new sales opportunities; planning and developing sales and marketing communications; implementing product development, including new game introductions; developing game design specifications; implementing sales and marketing promotional campaigns and activities; and executing specialized communications and sales and marketing programs to support the Pennsylvania Lottery's retailer network. Work includes gathering and analyzing complex sales or market data, determining sales or market trends, and preparing sales or market analysis reports. Work is performed with considerable independence and is subject to review by a Lottery Specialist Manager through conferences, reports, and evaluation of program effectiveness.

   DISTINGUISHING CHARACTERISTICS:

     • Work at this level is differentiated from the lower level based on the responsibility for the independent preparation and review of promotional programs, graphic design and production, and sales research and analysis.

• Develops long and short-term marketing strategies to generate funding for programs that benefit older Pennsylvanians.

• Analyzes existing promotional programs to identify successful strategies and areas for improvement.

• Monitors impacts of various retail and incentive programs after implementation.

• Reviews, edits, and revises promotional material provided by vendors.

• Receives, researches, and replies to inquiries from Pennsylvania Lottery retailers, other state and provincial lotteries, and the public.

• Researches and recommends new technology systems, devices, and products that provide solutions to achieve performance goals.

• Uses Lottery platforms such as Management Information System (MIS), Game Management System (GMS), and the Employee and Retailer Portals to collect and store sales data to identify data driven insights and trends.

• Prepares reports and conducts formal presentations for management and executive staff on research findings and recommendations.

• Analyzes online ticket adjustment requests, researches ticket information and reports, calculates credits and debits, recommends approval or denial of adjustments, and manually adjusts retailer accounts in MIS.

• Provides technical assistance to Lottery field staff on matters related to online ticket adjustment requests, accounting issues, outstanding claims, and instant ticket pack issues.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Lottery Specialist 1 (commonwealth title);

or

• Two years of professional marketing, advertising, or merchandising experience and a bachelor’s degree in marketing, advertising, business administration, data science, economics, or a related field.

or

• Six years of experience managing a retail business, servicing retail sales accounts, or marketing products to retail accounts, which includes advertising, marketing communications, product research, or promotion.
