JOB TITLE: LOTTERY SPECIALIST MANAGER

SERIES NATURE OF WORK: The Lottery Specialist series describes work in the development, management, and analysis of sales and marketing initiatives for the Pennsylvania Lottery.
DEFINITION: This is responsible managerial work in planning, developing, implementing, and promoting the Pennsylvania Lottery programs.
An employee in this job supervises staff in the development and implementation of current and new Lottery sales and marketing objectives and strategies. Work involves planning, directing, and producing detailed reports to identify sales trends, recommend improvements, and ensure efficient and accurate operations; providing managerial, project, and research support for Lottery operations; overseeing the annual advertising budget; managing the timely execution of the Lottery’s growth initiatives; and administering and coordinating the production and life cycle of Lottery games. Work includes implementing product development, including new game introductions and test markets; developing game design specifications; implementing promotional campaigns and activities; and executing specialized sales and marketing communications and programs to support the Pennsylvania Lottery's retailer network. Work is performed independently following established goals and objectives and is reviewed by a higher-level manager for adherence to objectives and effectiveness of results.
DISTINGUISHING CHARACTERISTICS:
• Work at this level involves the responsibility for supervising Lottery Specialist 3 positions or positions at a comparable level.

• Determines methods for the analysis of data for the Customer Support Division in providing guidance to retailers with terminal use difficulties and accounting problems, claims validation, and licensing issues related to sales of on-line and instant tickets for the Pennsylvania Lottery.
• Analyzes proposed and new legislation to determine the legal intent and potential impacts on program operations and prepares reports of findings and recommendations to Lottery executive staff.
• Analyzes the performance of the Corporate Sales Managers to determine the effectiveness in achieving sales goals; provides information, assistance, and resources to improve sales performance.
• Evaluates overall corporate portfolio sales performance; collects data on market conditions and sales trends; and interprets laws, rules, regulations, and policies.
• Directs, manages, and conducts advanced analytical research projects; develops and manages new startup programs; analyzes data and product reports; and approves and procures sales, marketing, and promotional equipment for all Lottery retailers.
• Oversees the planning and execution of the annual advertising budget in conjunction with the advertising services vendor.
• Oversees evaluation, approval, and implementation of business briefs, creative briefs, strategies, media plans, advertising production, media buys, verifications, estimates, invoices, bids, sub-contractor programs, and sports sponsorship programs; and oversees the Lottery Drawing Show.
• Works with the research team to evaluate statistical reports, identify sales trends, and determine the impact that specific new media tactics may have had on sales or brand image.
• Works with marketing managers and communicates with public relations teams on daily messaging and short-term and long-term planning for all social media channels.

• Knowledge of the laws, rules, regulations, policies, and procedures governing the operations of the Pennsylvania Lottery and the sales of Lottery products.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year as a Lottery Specialist 3 (commonwealth title);
or
• Four years of professional marketing, advertising, or merchandising experience which includes one year of supervisory experience; and a bachelor’s degree in marketing, advertising, business administration, data science, economics, or a related field;
or
• Eight years of experience managing a retail business, servicing retail sales accounts, or marketing products to retail accounts, which includes advertising, marketing communications, product research, or promotion; and one year of professional supervisory experience.
