MANAGER, CARTOGRAPHIC SERVICES

DEFINITION: This is managerial work in directing a major technical program involved in preparing and reproducing a wide variety of maps and related illustrative materials.

The employee in this class is responsible for planning, organizing, directing, prioritizing, and coordinating all activities of a large cartographic drafting and cartographic support services division in the Department of Transportation engaged in the production of a wide variety of maps, charts, and related illustrative materials. Work involves responsibility for developing and meeting division objectives and goals. Direction is provided to a large number of skilled professional and technical personnel through subordinate managers and supervisors. Work is performed within the framework of Department administrative policies and is reviewed for overall program effectiveness.

EXAMPLES OF WORK: Manages the activities of a cartographic division engaged in the compilation, final drafting, editing, and reproduction of large variety and number of base maps for use by inter and intra agency personnel and commercial cartographers.

Manages and controls activities of both the cartographic and support services sections whose combined tasks include the manual drafting, scribing, and computer assisted preparation of products such as the county general highway series, township, city, borough, and traffic volume maps, the official transportation map, the official tourist map, the official turnpike map, truckers' guide, bikers' guide, etc. Specialized thematic map products i.e. evacuation maps, corridor studies, etc. are also produced.

Manages and controls all support service activities; coordinates services with inter-agency organizations, establishes priority schedules, establishes internal controls to insure deadlines are met and adjusts schedules and personnel assignments accordingly to workload requirements.

Assigns projects to a large staff through subordinate supervisors, provides assistance on major cartographic and reproduction assignments and reviews completed work prior to release for mass reproduction, resolves problems encountered and reviews work for adherence to established standards.

Effects all necessary contacts with the federal government, outside organizations, state agencies, printing companies, and commercial cartographers as required.

Conducts briefing sessions for visiting dignitaries, presents technical papers at professional seminars, and represents the department at various professional meetings, inter-agency committees, and working groups.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the practices, principles, and techniques in the field of cartography.

Knowledge of state and federal mapping procedures, standards and requirements.

Knowledge of basic computer operations, requirements, and procedures.

Knowledge of cartographic application software for map preparation, reproduction, and geographic analysis.

Knowledge of multiple color printing methods and procedures.

Knowledge of Departmental policy and procedures.

Knowledge of the principles of supervision and administration.

Ability to exercise effective control over a large technical staff and administer diversified cartographic drafting and reproduction programs.

Ability to organize and schedule work to meet production requirements.

Ability to establish standards and specifications for the production of maps and other illustrative material.

Ability to prepare printing specifications.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience as a Cartographic Manager.

Nine years of technical experience in compiling map data and layouts, drafting, scribing, editing, or the computer production of maps and related illustrative materials including three years in a supervisory capacity; and graduation from high school including or supplemented by high school courses in algebra, plane geometry, and trigonometry.

Eight years of technical experience in compiling map data and layouts, drafting, scribing, editing, or the computer production of maps and related illustrative materials; and an Associate's Degree in surveying, drafting technology or computer aided drafting and design.

Any equivalent combination of experience and training.
