JOB TITLE: DIRECTOR, BUREAU OF FACILITIES MANAGEMENT, DGS

DEFINITION: This is administrative and technical managerial work directing the Department of General Services’ Bureau of Facilities Management.
The employee in this job is responsible for planning, organizing, directing, and monitoring, through subordinate staff, a twenty-four hour, seven day a week operation involving cost effective and efficient management of facilities in the Capitol Complex and surrounding areas, DGS Annex Complex, Scranton and Reading State Office Buildings, and commonwealth owned residences. Work involves directing the commonwealth’s Special Events Program, Fire and Safety Program, and Facilities Maintenance Program, which includes developing and implementing plans, policies, and procedures to improve overall management of custodial and maintenance inspection and repairs, landscaping, groundskeeping, fleet and equipment repairs, snow removal, moving tasks, carpentry, masonry, painting, and locksmith work. Work also includes overseeing the department’s web-based work order system; developing and administering the budget for assigned programs; managing contracts involving buildings and grounds services; providing technical guidance and assistance to contractors; and ensuring contract compliance. Work is performed with a high degree of initiative and independent judgment, under the general supervision of the Deputy Secretary for Property and Asset Management. Work is reviewed for overall effectiveness and satisfactory attainment of goals and objectives and customer satisfaction.

• Plans, organizes, directs, and monitors the facilities management program for the Capitol Complex and surrounding areas, DGS Annex Complex, Scranton and Reading State office buildings, and commonwealth owned residences.
• Establishes and implements policies, procedures, and guidelines for a large facilities management program.
• Ensures that inspections of buildings and facilities are conducted in compliance with local, state, and federal policies, laws, and regulations.
• Manages contracts involving services for buildings and grounds in the Capitol Complex and surrounding areas, DGS Annex Complex, outlying state office buildings, and commonwealth owned residences.
• Assists legal counsel in developing memorandums of understanding with commonwealth agencies for building and groundskeeping services.
• Oversees the department’s web-based work order system; coordinates related training for employees.
• Monitors ongoing facilities projects to ensure compliance with timetables and budget constraints.
• Directs the preparation of budget requests and reports related to the maintenance and operation of commonwealth owned buildings; develops bureau and program budgets.
• Provides guidance to agency staff and other department officials on policies, procedures, standards, and regulations related to facilities management.
• Manages the inspection of buildings, systems, and equipment.
• Directs the custodial, landscaping, and groundskeeping functions for commonwealth owned buildings.
• Oversees management of the Lieutenant Governor and Governor’s residences.
• Manages the scheduling and coordination of events held at the Capitol Complex.
• Administers Fire and Safety Programs, including Right-To-Know, hazardous substance, and asbestos containment and removal.
• Oversees trade maintenance and partition modification projects.
• Represents the department during office closing calls with the OA, PEMA, PSP, DOT and commonwealth meteorologist.
• Serves as a liaison to building customers and the general public.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of occupational hazards and safety precautions applicable to construction or use of machinery, apparatus, devices, materials, or equipment.
• Knowledge of building codes, standards, and regulations that apply to facilities management.
• Knowledge of the principles and practices of employee supervision.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to analyze and interpret written material including policies, procedures, and regulations.
• Ability to read and interpret blueprints and sketches.
• Ability to establish and maintain effective working relationships.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
MINIMUM EXPERIENCE AND TRAINING (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• Two years as a Maintenance Manager, DGS;
or
• Eight years of experience in the administration and maintenance of buildings or facilities, including two years in a managerial capacity over at least two trades areas, such as plumbing, carpentry, electrical, HVAC, and automatic temperature control;
or
• An equivalent combination of experience and training, which includes two years in a managerial capacity over at least two trades areas, such as plumbing, carpentry, electrical, HVAC, and automatic temperature control.
