JOB TITLE: PROPERTY DIVISION CHIEF, L&I

JOB CODE: 12900

DEFINITION: This is administrative and technical work directing the statewide facilities and space procurement, building management, and procurement programs of the Department of Labor and Industry.

The employee in this job is responsible for planning, organizing, and directing a statewide program of procurement, construction, and maintenance of office space to provide for the varying space and facility needs of the Department. Work involves overseeing the procurement, administration, and maintenance of agency fleet vehicles; representing the Department in lease negotiations with the Department of General Services, other state agencies, Federal and local governmental officials, property owners, architects, and contractors; planning and directing a long-range program of space and facilities acquisition; and reviewing and approving or rejecting lease and rental-purchase plans and ensuring facilities meet requirements in lease or construction documents and transactions related to the acquisition of suitable space and facilities. Work includes advising administrative officials on all phases of state owned and leased property procurement and management, providing consultative services to field offices on building and physical plant maintenance and repair, and supervising and performing a variety of administrative tasks related to budgetary control, cost analyses, bid invitations and awards, and other financial matters. The employee works independently within Federal and agency policies, rules, and regulations. Work is performed under the general direction of an administrative supervisor and is reviewed through conferences, reports, and results obtained.

• Plans, organizes, and directs a program of space and facilities procurement, involving state owned and leased buildings, to provide space and office facilities for the Department as required throughout the state.

• Participates in the development of agency programs, policies, and procedures related to space and facility procurement and building management.

• Represents the agency in space and facility procurement and building management negotiations.

• Inspects new or remodeled projects during construction and completion and accepts or rejects space or facility depending on adherence to plans and specifications.

• Directs the building and fixture maintenance and repair of the Labor and Industry building.

• Directs the preparation of specification package and plans to be used on soliciting lease proposals and leased facility renovation/expansion projects, cost estimates and analyses, building specifications, fiscal reports, bid invitations, and related matters.

• Directs office and building space assignments according to Commonwealth and agency guidelines.

• Maintains contacts with Federal, state, and local governmental officials, property owners, architects, and contractors in matters related to space and facilities procurement and building management for the Department.

• Assists and advises field administrators and other personnel in solving maintenance and physical plant problems and emergencies and preventive measures to be taken.

• Manages disposition of stated-owned facilities no longer needed.

• Manages the agency vehicle fleet for the Department, including the procurement and execution of vehicle agreements, assignment of Department’s allotted parking spaces, and management and maintenance of Department of General Services leased and Department’s owned vehicles.

• Oversees procurement activity of commodities and services for Department.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational and organizational requirements.

• Performs the full range of supervisory duties.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles, practices, and techniques of real estate procurement, acquisition, and management.

• Knowledge of the principles and practices of real estate property appraisal as related to acquiring property.

• Knowledge of the techniques and methods used in negotiations of real estate property transactions.

• Knowledge of the principles and practices of employee supervision.

• Ability to read and interpret policies, procedures, leases, and contracts.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

• Knowledge of established Commonwealth space guidelines.

• Knowledge of Commonwealth procurement policies and procedures.

• Ability to analyze short and long-term space needs and process requests for office space.

• Ability to manage the disposition of state office facilities no longer needed in conjunction with the Department of General Services, program offices, and other related Labor and Industry operations.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Four years of professional experience in real estate management, including one year of experience in a supervisory capacity;

or

• An equivalent combination of experience and training that includes one year of supervisory experience in real estate management.
