JOB TITLE: DIRECTOR, BUREAU OF DESIGN AND PROJECT MANAGEMENT, DMVA

JOB CODE: 12940

DEFINITION: This is professional managerial work directing the statewide construction design and project management program for the Department of Military and Veterans Affairs (DMVA).

The employee in this job is responsible for planning, directing, and coordinating all phases of construction project design and management for DMVA, including for facilities shared with the Pennsylvania Army National Guard (PAARNG) and Pennsylvania Air National Guard. Work involves directing the development and implementation of agency engineering and architectural design policies and practices; establishing engineering and architectural project priorities and plans in coordination with senior agency and National Guard leadership; reviewing, critiquing, and approving design plans for the agency’s most publicly visible projects; and establishing priorities, processes, and measures to ensure the construction design and project management program meets state and National Guard requirements and goals. Work is performed with a high degree of independence under the general direction of the Deputy for Facilities and Engineering, who reviews work through conferences and reports for attainment of objectives.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Directs mechanical, electrical, and civil engineering, and architectural design projects for the construction, renovation, and modification of readiness centers, training sites, veterans homes, and state and military facilities at Fort Indiantown Gap.

• Oversees the planning and programming of capital construction; military construction (MILCON); job order contracting; and Sustainment, Renovation, and Modernization (SRM) project activities in coordination with the National Guard Bureau, Department of General Services (DGS), DMVA leadership, and other federal, state, and local agencies.

• Directs the planning and execution of the agency’s State Capital Plan and its Long-Range Construction Plan in coordination with DGS and the PAARNG.

• Directs the management of state capital cash flow and the coordination with federal counterparts to ensure availability of SRM and MILCON dollars for project execution.

• Oversees the provision of professional architectural and engineering design services in accordance with the International Building Code, Unified Facilities Criteria, and the Uniform Construction Code.

• Directs the development of design and construction project charters to include justification, objectives, assumptions, constraints, cost estimates, and occupant needs.

• Oversees budgets and controls spending plans for the agency’s construction portfolio to ensure projects are executed within projected timeframes and costs.

• Oversees and ensures that all aspects of the federal and state military construction approval process are completed, to include design review and construction inspection.

• Establishes priorities, processes, and measures to ensure the agency’s construction design and project management program meets the goals and requirements of state, National Guard Bureau, and Department of Defense initiatives.

• Coordinates project funding shares between the state and the National Guard as required by the applicable Master Cooperative Agreement appendices, usage share, and other variables.

• Provides recommendations to senior agency and National Guard leadership for major building renovations and modifications.

• Develops and implements policies and processes to efficiently manage change orders, make payments, and ensure completed projects are ready for final acceptance and occupancy.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of civil engineering, facilities engineering, and building architecture.

• Knowledge of construction project management principles and practices.

• Knowledge of building inspection principles and practices.

• Knowledge of Occupational Safety and Health Administration codes, National Institute for Occupational Safety and Health regulations, the Uniform Construction Code, and International Building Codes as related to building design, construction, and occupancy.

• Knowledge of the engineering principles and practices applied in the planning, siting, design, and construction of facilities and infrastructure.

• Knowledge of the principles and practices of sustainable building design.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These may not be used for merit system evaluation or examination purposes and are not position-specific performance standards.):

• Knowledge of National Guard Regulation 5-1, “National Guard Grants and Cooperative Agreements” and its applicable appendices.

• Knowledge of Unified Facilities Criteria.

• Ability to manage a multi-million dollar budget consisting of multiple funding streams.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Six years of professional experience in facilities engineering, civil engineering, or in architecture that includes three years in a supervisory capacity, and a bachelor’s degree in engineering or architecture;

or

• An equivalent combination of experience and training that includes three years of professional supervisory experience.

SPECIAL REQUIREMENT:

• This position requires possession of an active license as a Professional Engineer issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors, and Geologists or as a Registered Architect issued by the Pennsylvania State Architects Licensure Board.
