DEFINITION: This is managerial work in advanced architectural and historic preservation services in support of the Pennsylvania Historical and Museum Commission (PHMC), Architecture and Preservation Division.

The employee in this job directs the research, planning, design, construction observation, and management of architectural projects. Work involves executing preservation repair and small construction projects by agency staff; providing guidance and consultation to site maintenance staff and other programs; issuing construction and maintenance bids and contracts; managing and observing construction projects; and coordinating project development with agency executives, bureau directors, agencies, contracted professionals, and other public and private agents. Work includes managing architectural and preservation maintenance services. Supervision is exercised over architects, architectural designers, historic preservation specialists, interns, and other professionals. Work is reviewed by the bureau director and agency head for feasibility and timeliness of provided program services.

• Establishes overall division goals and objectives and prepares long-range and strategic plans for division programs.

• Develops policies and procedures for division programs.

• Plans and administers the utilization of equipment and staff for projects, and budgets related expenses.

• Develops relationships with senior management, agency professionals, and program managers by coordinating on projects and initiatives in the architectural and preservation maintenance programs.

• Develops, prioritizes, and coordinates plans for capital and preservation maintenance projects.

• Directs preservation maintenance programs, integrated pest management, master planning, historic structures reporting, building materials analysis, building diagnostic testing, engineering, maritime preservation, landscape architecture, and mitigation archaeology for contemporary buildings and historic structures.

• Oversees projects involving studies, environmental monitoring, artifact analysis, storage upgrades, training, environmental standards, and disaster planning to determine construction, renovation, preservation, and maintenance needs at historic sites and museums.

• Develops presentations and reports explaining program and project concepts and progress in architecture and preservation maintenance.

• Provides consultation on the advantages and disadvantages of proposed plans or options.

• Meets with commonwealth agencies, federal agencies, and public and private agents to explain historic preservation or new architectural concepts and practices as they relate to commonwealth historic sites, museums, and properties.

• Provides conceptual basis and overall direction for project design to staff.

• Reviews plans and specifications for historic preservation projects, preservation maintenance projects, and new construction for historic accuracy and compliance with applicable codes, regulations, and standards.

• Reviews innovative or new architectural and preservation methods and materials for application at PHMC sites.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of historical architectural styles and methods of historic structure preservation.

• Knowledge of laws, regulations, and standards applicable to historic structure preservation.

• Knowledge of the principles and practices of architecture, building construction, and design as it relates to the historic preservation of museums, historic buildings, and other governmental facilities.

• Knowledge of the principles and practices of architectural cost estimation.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Knowledge of the principles and practices of employee supervision.

• Ability to read, interpret, prepare, and review architectural, civil, mechanical, and electrical design drawings, and architectural specifications.

• Ability to conduct architectural inspections and prepare technical reports of findings.

• Ability to develop policies, standards, and solutions for complex architectural projects based on needs analyses and recommendations.

• Ability to interpret and apply appropriate federal, state, and local codes, regulations, and standards.

• Ability to communicate effectively in writing.

• Ability to communicate effectively orally.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years of experience as an Architectural Consultant (commonwealth title) that includes or is supplemented by two years of professional architectural experience in historic preservation, including the design and construction of museum facilities;

or

• Three years of experience as an Architectural Designer 2 (commonwealth title) that includes or is supplemented by two years of professional architectural experience in historic preservation, including the design and construction of museum facilities;

or

• Five years of professional architectural experience that includes two years of experience in historic preservation, including the design and construction of museum facilities; and a bachelor's degree in architecture, architectural engineering, historic preservation, or closely related field;

or

• Five years of professional architectural experience that includes two years of experience in historic preservation, including the design and construction of museum facilities; and four years of paraprofessional or technical experience in architecture or architectural engineering;

or

• An equivalent combination of experience and training that includes two years of professional architectural experience in historic preservation, including the design and construction of museum facilities.
