ENVIRONMENTAL SUPERVISOR, DMVA
DEFINITION: This is supervisory and professional environmental compliance work within the Department of Military and Veterans Affairs (DMVA).
An employee in this job supervises environmental assessments of DMVA’s properties and activities to ensure they adhere to applicable environmental laws and policies, and evaluates the effectiveness of the Department’s environmental programs. Work involves reviewing results of assessments and directing remedial action to correct or mitigate environmental hazards; reviewing and developing environmental management plans; recommending changes to departmental facilities, plans, and policies to lessen environmental impacts; and maintaining a programmatic budget. Supervision is exercised over Environmental Specialists, DMVA who are responsible for ensuring the Department is in compliance with federal, state and local environment laws and other requirements, such as the National Environmental Policy Act, the Comprehensive Environmental Response, Compensation, and Liability Act, the Resource Conservation and Recovery Act, the Clean Water Act, the Environmental Performance Assessment System, and Air Quality Management. Work is assigned by an Environmental Manager, DMVA and is reviewed through reports, conferences, and results achieved.
EXAMPLES OF WORK: Supervises the review and inspection of departmental facilities, grounds and program plans to assess compliance with environmental laws, policies, rules and regulations.
Develops and implements environmental correction plans based upon on-site visits and review of reports, findings and recommendations provided by subordinate staff.
Recommends policies, procedures or use of contracted services to correct environmental deficiencies based upon requirements of current law, aggregate trends, and investigations.
Gathers, completes, and submits requests and documentation to ensure permit and formal notification requirements are met.
Reviews changes to legislation, policy, and regulations to determine impact on assigned program areas.
Reviews Records of Environmental Consideration, Environmental Assessments and Environmental Impact Statements prepared by subordinates to determine the impact construction projects and military training will have on the surrounding environment and to ensure compliance with the National Environmental Policy Act (NEPA).
Supervises the completion of Environmental Baseline Surveys by subordinates in accordance with the requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).
Implements corrective action plans for water quality violations related to storm water, drinking water, and waste water.
Supervises and coordinates the response to chemical spills and releases after the site is assessed as safe by emergency responders to ensure the event is documented and to provide direction to abatement staff.
Supervises the enforcement of the Resource Conservation and Recovery Act (RCRA) by ensuring the proper monitoring, storage, handling and disposal of hazardous materials and waste.
Monitors and adjusts the storage tank program requirements for chemical storage, fuel storage, and fuel handling to improve effectiveness.
Supervises and conducts site research through interviews and reviews of historical documents, maps, and aerial photographs.
Manages funds used for environmental program expenses related to contracted services, equipment, and specialized mitigation needs.
Performs the full range of supervisory duties.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the biological sciences related to environmental protection.

Knowledge of environmental relationships and ecologic processes.
Knowledge of the requirements of the National Environmental Policy Act.

Knowledge of the methods and equipment used in the storage and cleanup of hazardous materials.

MINIMUM EXPERIENCE AND TRAINING: Two years as an Environmental Specialist, DMVA;
or
Four years of professional environmental protection program experience and a bachelor’s degree, which includes 24 credits in the physical, biological, or environmental sciences;
or
An equivalent combination of professional experience and training, which includes 24 college credits in the physical, biological, or environmental sciences.
POST EMPLOYMENT REQUIREMENT: Certain positions in this job are required to obtain valid certification in 40-hour Hazardous Waste Operations, Procedures and Emergency Response (HAZWOPER) training within six months of hire and successfully complete 8-hour annual HAZWOPER refresher training thereafter.
