UTILITY RELOCATION TECHNICIAN

DEFINITION: This is technical work in the Department of Transportation involving the relocation and inspection of public and private utilities in areas of proposed roadway and bridge construction.

An employee in this job is responsible for performing a variety of technical duties to assist in effecting relocation of communication, television, fiber optic, electric, gas, oil, crude products, water, steam, sanitary waste, power, or pipe-line utilities from areas of proposed roadway and bridge construction. Work includes the review of construction plans for utility relocations with limited complexity and the inspection of relocation activities to ensure compliance with permits or agreements. Significant aspects of the work include effecting relocation for department force projects; surface treatment projects; transportation enhancement projects; relocations that only impact small sections of aerial distribution poles (typically six or less poles); relocations that only impact small sections of underground utility facilities (approximately 200 feet or less); relocations of small bridge replacement projects (usually three or less spans); and
maintenance box culvert projects. Work may also involve responsibility for completing segments of relocations for more complex utility relocations. Work is performed within the guidelines of established procedures and standards with unusual or difficult problems referred to a technical supervisor who reviews work for accuracy, completeness, and technical adequacy.

EXAMPLES OF WORK: Participates in planning feasible utility relocations on projects with limited complexity prior to the completion of the final design for proposed construction.

Reviews proposed construction plans for utility relocations of department force projects to include paint, bridge preservation and guiderail construction projects.

Reviews proposed construction plans for utility relocations of surface treatment projects to include mill and overlay.

Reviews proposed construction plans for utility relocations of transportation enhancement projects to include bike paths, walking trails, small box culvert replacement and beautification projects.

Reviews construction plans for utility relocations involving replacements of single or two span bridges.

Provides technical guidance to utility companies in developing plans, cost estimates and specifications for use in preparing agreements.

Resolves disputes between utility representatives and contractors.

Conducts field inspections and reviews of affected utilities to determine the feasibility of proposed utility relocations.

Reviews proposed relocation plans for adherence to established standards.

Reviews preliminary utility relocation agreements to assure compliance with commonwealth requirements and acceptability to the utility company.

Reviews the inspection of construction materials and workmanship associated with the relocation of utilities to ensure conformity to standards and specifications.

Reviews daily inspection reports for utility relocation projects under construction.

Reviews preliminary cost estimates submitted by utility companies.

Maintains and updates utility relocation information in the Utility Relocation Engineering Document Management System (UREDMS).

Interprets engineering maps, plans, and specifications.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices applied in the relocation of communication, television, fiber optic, electric, gas, oil, crude products, water, steam, sanitary waste, power, and pipe-line utilities.

Knowledge of the methods of estimating costs involved in the relocation and installation of utilities.

Knowledge of the procedures and practices applied in construction and materials inspection.

Knowledge of the laws and regulations pertaining to the relocation of utilities for purposes of construction.

Knowledge of algebra, plane geometry and trigonometry.

Knowledge of the use and functionality of industry standard software application programs, such as word processing, spreadsheet, e-mail and database.

Ability to read and interpret written materials.

Ability to read and interpret engineering maps, plans and specifications.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: One year as an Engineering Technician performing utility relocation work;

                                                                                                                                                                or

One year of technical utility relocation work experience and an associate’s degree in surveying, civil engineering, or in a design and drafting technology;

                                                                                                                                                               or

An equivalent combination of experience and training that includes one year of technical experience performing utility relocation work.
