UTILITY RELOCATION ADMINISTRATOR 2
DEFINITION: This is managerial work in the Department of Transportation’s Central Office directing the statewide utility relocation program.
The employee in this job is responsible for coordinating all utility relocation activities for the department in the review and approval of utility relocation agreements established, and the certification of utility agreement completion for federally funded projects. Emphasis is placed upon the development and implementation of operational policies, standards and procedures associated with all phases of the department’s utility relocation program. Work includes serving as a liaison with representatives of state and federal agencies, utility companies, and other departmental organizations. Supervision is exercised over a staff of technical employees involved in utility relocation work. Work is reviewed by an administrative supervisor to determine program effectiveness and achievement of stated objectives.
EXAMPLES OF WORK: Plans, organizes, and directs the utility relocation program in the Department of Transportation.
Oversees staff engaged in developing operational standards and procedures used in all phases of the department’s utility relocation programs.
Oversees the final review of utility relocation agreements to ensure completeness, accuracy, feasibility, and conformance with established policies and standards.
Develops program standards used in the preparation and relocation of all types of utilities.
Meets with members or representatives of the Federal Highway Administration, agency bureaus, other agencies, consulting engineers, and utility companies.
Coordinates the work of the utility relocation program efforts with that of the design and construction schedules.
Oversees the development and annual updating of the utility relocation manual, policies and procedures.
Interprets the Federal Highway Administration’s approved certification acceptance and alternate procedures program.
The employee in this job participates in the performance of subordinates’ work consistent with operational or organizational requirements.
Performs the full range of supervisory duties.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices applied in the relocation of communication, television, fiber optic, electric, gas, oil, crude products, water, steam, sanitary waste, power, and pipe-line utilities.
Knowledge of the principles and practices used to develop program standards and operational procedures for utility relocation work.
Knowledge of report writing and preparation techniques.
Knowledge of standard project planning methods and techniques.
Knowledge of the methods of estimating costs involved in the relocation of installation of utilities.
Knowledge of the laws and regulations pertaining to the relocation of utilities for purposes of roadway and bridge construction.
Knowledge of the procedures and practices applied in construction and materials inspection.
Knowledge of the Quality Levels of Subsurface Utility Engineering (SUE) and the process used to determine the appropriate level.
Knowledge of algebra, plane geometry and trigonometry.
Knowledge of the use and functionality of industry standard software application programs, such as word processing, spreadsheet, e-mail and database.
Ability to interpret written information.
Ability to read and interpret appropriate engineering maps, plans and specifications.
Ability to communicate effectively orally.
Ability to communicate effectively in writing.
Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: One year as a Utility Relocation Administrator 1;
or
Two years as a Utility Relocation Specialist;
or
Four years of utility relocation work experience and an associate’s degree in surveying, civil engineering, or in a design and drafting technology;
or
An equivalent combination of experience and training.
