AIR MONITORING PROGRAM SUPERVISOR

DEFINITION: This is supervisory work in the statewide air monitoring program in the Department of Environmental Protection.

An employee in this class supervises a staff of professional and technical employees engaged in ambient air monitoring, air toxics monitoring and local air monitoring studies. Field repair work involves reviewing the daily status of all remote stations and assigning repair work to specialists to be performed at the remote stations and assisting them with difficult or unusual problems. Central station data collection work involves ensuring data is being obtained from all the remote stations, ensuring data is good, reporting unusual data to engineering personnel, and reporting malfunctions to the field supervisor for corrections. Bench repair work involves assigning specialists to major equipment repairs or rebuilding and providing back-up coverage in the area of field repairs. Work involves reviewing computer-generated data to ensure proper functioning of air monitoring systems; reviewing preventative and corrective maintenance reports to ensure proper procedures are being followed in the operation and maintenance of air monitoring systems; recommending changes to field repairs and troubleshooting procedures on air monitoring systems to engineering personnel; and recommending bench repair procedures on air monitoring equipment to engineering personnel. Work also includes supervising and participating in the planning, development and evaluation of the statewide air monitoring program. Work involves the training of new employees in all facets of their work, providing direction to all subordinates, interpreting work assignments and interpreting policies and procedures. Work is assigned in the form of overall air monitoring program goals and objectives and the employee exercises considerable freedom in scheduling and assigning the work. Work is reviewed upon completion by a professional supervisor for attainment of goals and objectives, adherence to established standards, completeness, and quality.

EXAMPLES OF WORK: Supervises Air Monitoring Equipment Specialists and Air Quality Specialists assigned to the statewide air monitoring program.

Reviews computer-generated data to ensure proper functioning of air monitoring systems.

Reviews preventative and corrective maintenance reports to ensure proper procedures are being followed in the operation and maintenance of air monitoring systems.

Recommends changes to field repair and troubleshooting procedures on air monitoring systems to engineering personnel.

Recommends bench repair procedures on air monitoring systems to engineering personnel.

Determines equipment, spare parts, and supplies needed for the proper operation and maintenance of air monitoring systems.

Maintains equipment, parts and supplies inventories, including initiating purchase orders.

Prepares letters, reports, memoranda, and correspondence to exchange information with subordinates, coworkers, supervisors, and the public.

Operates a motor vehicle to travel to various work sites.

Assists and advises air monitoring program managers on program planning strategies.

Performs the full range of supervisory duties.

An employee in this class may participate in the performance of their subordinates' work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the Commonwealth's statewide air quality programs involving ambient air monitoring, air toxics monitoring and local air monitoring studies.

Knowledge of the operation, maintenance, and repair of mechanical and electro-mechanical air monitoring and data acquisition equipment.

Knowledge of the basic properties of nitrogen and calibration gases.

Knowledge of the procedures and techniques utilized in installing, servicing, repairing, and maintaining electronic sensors measuring carbon monoxide, sulfur dioxide, ozone, nitrogen dioxide, hydrogen sulfide and particulate matter.

Knowledge of the procedures and techniques utilized in installing, servicing, repairing, and maintaining electrical and mechanical equipment measuring wind speed, wind direction, air temperature, and solar radiation.

Knowledge of the procedures and techniques utilized in troubleshooting malfunctions in electronic air monitoring equipment.

Knowledge of the procedures and techniques utilized in repairing defective mechanical and electro-mechanical air monitoring equipment.

Knowledge of the procedures and techniques utilized in operating personal computers and associated hardware.

Knowledge of the Federal and Departmental calibration standards.

Knowledge of the standard tools of the electronic and electrical trade.

Knowledge of the safety precautions required while working with gas and electricity.

Knowledge of the Commonwealth's and Department's rules, regulations, policies, and procedures governing travel lodging, expense vouchers, and reporting requirement.

Skill in the use and operation of standard electronic and electrical test equipment.

Ability to communicate effectively, both orally and in writing.

Ability to perform mathematical calculations common to the electrical trade.

Ability to read and interpret schematics, blueprints, flow charts, and diagrams while installing, troubleshooting and repairing mechanical and electro-mechanical air monitoring equipment.

Ability to read and understand computer printouts to determine equipment status and malfunctions.

Ability to learn to supervise employees effectively.

Ability to read and interpret Commonwealth and Departmental administrative rules, regulations, policies, and procedures.

Ability to establish and maintain effective working relationships with co-workers and supervisors.

Ability to travel to the various work sites.

Eyesight and color perception to permit use of test equipment, determine when chemicals need to be changed, and follow wiring schematics.

Sufficient physical strength and stamina to permit lifting and carrying heavy equipment and gas cylinders, working under adverse weather conditions, and climbing towers to repair or replace equipment.

MINIMUM EXPERIENCE AND TRAINING: Four years of experience as an Air Monitoring Equipment Specialist;

One year of experience as an Air Quality Specialist in the air monitoring program.

NECESSARY SPECIAL REQUIREMENT: Certain positions will require possession of a valid Pennsylvania driver's license.
