VETERANS EDUCATION MANAGER
DEFINITION:
This is responsible professional educational, managerial and administrative work at the division level in planning and directing veterans’ educational and training program development and improvement within the state.
The employee in this job is responsible for planning and directing veteran’s educational and training programs in the implementation of statewide veterans educational consultative services to provide field assistance and leadership in establishing or expanding veterans curriculum; development and revision of curriculum and educational and training program standards and guidelines and related services to insure that education curricula and programs for veterans remain current. Work involves directing and managing the work of staff advisors and supervisors in providing planning, development and leadership to the education community and institutions involved in the delivery of educational services for veterans to improve and expand curriculum and education programs and training within the state. The employee provides direction, supervision and leadership in veterans’ education long-range planning, program development and evaluation of federally funded programs to assure consistency with effective educational practices, state and local needs, and with relevant state and federal regulations. The employee participates in recommending policies and procedures and directs a professional, administrative, and clerical staff. Work is performed with considerable independence subject to review through staff conferences, analysis of written reports and evaluation of program results.
EXAMPLES OF WORK:
Plans, directs, and manages the statewide delivery of education and training programs for veterans and others eligible for veterans and military educational benefits.
Directs the review and evaluation of curriculum, education and training programs, facilities and fiscal and administrative practices and procedures of colleges, vocational schools, private trade and business schools, beauty schools and hospitals to determine conformance with federal mandates, state rules, regulations and laws relating to veterans education and training.
Directs and supervises the development of veterans education standards, guidelines and curricula within the veterans education programs.
Coordinates the efforts of program personnel in implementing annual and long-range goals in accordance with federal mandates.
Directs and coordinates efforts to provide advice and assistance to school and college officials and to business and industry representatives in developing new or revising existing curriculum or other education and training programs and in meeting Federal and state laws, rules and regulations relative to veterans education and training.
Plans and directs the conduct of visits to participating educational institutions to determine whether existing curriculum, educational and training programs conforms to standards and established laws and regulations.
Directs the review and evaluation of school graduation and placement records to assess effectiveness of program curricula, education and training in the placement of veterans in the workforce.
Plans and organizes work, assigns work, determines work priority, sets goals, and reviews work performance.
Interprets rules, regulations, policies, procedures, standards, and objectives of the organization or program for subordinates.
Evaluates and identifies educational training needs for subordinates.
Administers policies and standards governing education and training for veterans under Federal and state law.
Organizes and/or participates in job and trade fairs, conferences and programs to promote understanding of, participation in and expansion of curriculum, education and training programs for veterans.
Meets with community groups, veterans organizations and business and trade associations to explain veterans’ curriculum education and training programs and to engender public interest and participation.
Provides advice and assistance to business and industrial establishments in setting up wage scales, developing training course outlines and in meeting apprenticeship and on-the-job training instructional requirements.
Reviews licensure/certification, franchise, and entrepreneurship approvals.
Conducts informal hearings and conference on alleged violations of criteria established by applicable law.
Serves as liaison between the Department of Veterans Affairs and the Department in matters affecting veterans education programs.
Cooperates and confers with departmental legal counsel in relation to court cases, hearings, and interpretation of legal matters involving veterans education institutions.
Reviews and makes recommendations on current and proposed legislation relating to veterans education.
Coordinates the activities of the program with other bureaus or agencies working in similar fields.
Performs the full range of supervisory duties.
The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:
Knowledge of Federal and state laws, rules and regulations pertaining to veterans education and training.
Knowledge of curriculum and education and program development.
Knowledge of modern teaching principles and practices.
Knowledge of the goals and objectives of veterans’ education and training and staff development programs.
Knowledge of modern administrative principles, practices, procedures and concepts.
Knowledge of course planning as applied to vocational education and training.
Knowledge of policies, procedures, course content and training facilities in educational institutions.
Knowledge of industrial practices, knowledge’s, skills, abilities and qualification required in various occupational training, education, and development programs and functions.

Ability to plan and administer a statewide program of review and improvement of curriculum and education and training programs.
Ability to analyze and evaluate administrative, financial and managerial practices and educational and manpower training course content for soundness and consistency with standards and established criteria.
Ability to evaluate curriculum and education programs and training for effectiveness.
Ability to assist employers and school officials in establishing and structuring adequate education programs in conformance with Federal and state standards.
Ability to develop and present recommendations for new and/or revised staff training and education programs and administrative practices.
Ability to interpret and apply established program policies and to explain program procedures and regulations.
Ability to plan, organize, and assign the work of professional and clerical employees.
Ability to evaluate employee performance and prepare employee Performance Evaluation Reports.
Ability to read and interpret collective bargaining contracts applicable to the work performed by the unit.
Ability to supervise employees.
Ability to establish and maintain effective working relationships with employers, school and college officials, veterans and others involved in veterans’ education and training.
Ability to make presentations and speak before large groups.
Ability to communicate effectively, overall and in writing.
Ability to obtain timely transportation to the evaluation sites.
MINIMUM EXPERIENCE AND TRAINING:
One year as a Veterans Education Advisor Supervisor;
or
Seven years of professional experience in an administrative capacity in planning and conducting training or educational programs in industry, government, or schools, including two years of supervisory experience, and a bachelor’s degree.
or
Six years of professional experience in an administrative capacity in planning and conducting training or educational programs in industry, government, or schools, including two years of supervisory experience, and a master’s degree.
