JOB TITLE: HISTORIC PRESERVATION SUPERVISOR

DEFINITION: This is professional supervisory work in the identification, evaluation, and preservation of historic and archaeological resources in Pennsylvania.
An employee in this job supervises professional staff responsible for identifying, researching, evaluating, and documenting historic resources and archaeological sites. Work involves planning, organizing, and assigning work; reviewing, evaluating, and monitoring projects; assisting with complex or controversial projects; overseeing historic context studies; and reviewing and evaluating submitted materials. Work is performed under the general direction of a Historic Preservation Manager and is reviewed for compliance with regulations, policies, and procedures.
DISTINGUISHING CHARACTERISTICS:
• Work at this level is distinguished from the lower-level job based on the responsibility for supervising Historic Preservation Specialists.

• Supervises the identification and documentation of historic resources, including archaeological sites.
• Supervises the evaluation of historic resources for listing in the National Register of Historic Places.
• Coordinates special initiatives and other activities and programs in collaboration with other program areas.
• Supervises historic context studies and advises staff of appropriate resources.
• Establishes standards for documenting and evaluating Pennsylvania’s historic resources.
• Recommends approval of permits to conduct archaeological investigations on state owned lands.
• Oversees the utilization of Pennsylvania’s State Historic and Archaeological Resource Exchange (PA-SHARE) to track projects, maintain cultural resource records, and ensure data quality and compliance with preservation standards.
• Prepares scopes of work for cultural resource studies.
• Analyzes program performance, identifies areas for improvement, and recommends and implements new procedures to streamline processes, improve efficiency, and achieve program goals.
• Assists with complex or controversial projects, including high public interest projects.
• Organizes and conducts training for agencies, professional consultants, and cultural resource professionals on federal and state laws pertaining to historic resources.
• Supervises reviews of federal and state projects that may impact Pennsylvania’s historic resources.
• Performs the full range of supervisory duties.
• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of historic preservation practices and philosophies.
• Knowledge of laws and regulations related to historic preservation.
• Knowledge of the techniques used in the rehabilitation and preservation of historic properties.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to analyze and evaluate written, photographic, and map data related to historic resources and archaeological sites.
• Ability to evaluate and manage rehabilitation, restoration, and preservation projects.
• Ability to educate and advise others on their responsibilities under historic preservation federal and state laws.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year of experience as a Historic Preservation Specialist (Commonwealth title);
or
• One year of professional experience in the identification, evaluation, and preservation of historic or archaeological resources;
or
• An equivalent combination of experience and training.
SPECIAL REQUIREMENTS:
• All employees must meet the Secretary of the Interior’s Professional Qualification Standards for History, Archeology, Architectural History, Architecture, or Historic Architecture.
