DEFINITION: This is professional and administrative work directing the medical evaluation of disability claims for the Bureau of Disability Determination (BDD) in the Department of Labor and Industry.

The employee in this job manages a team of medical staff who oversee the evaluation of medical aspects in disability claims. Work involves supervising Disability Physician Administrators who develop, implement, and evaluate internal policies and procedures consistent with Social Security Administration (SSA) policy and guidelines. Work includes developing strategic plans for hiring and retention and identifying best practices for managing SSA determined federal workloads. Work also includes providing subject matter expertise to the SSA approved third party vendor and on claims involving complex or unusual medical issues. Work is performed under the general direction of an executive staff member who reviews work through conferences, reports, and effectiveness of results.

• Supervises the activities of Disability Physician Administrators who structure and lead teams of medical consultants to complete the medical evaluation of disability claims in an accurate, prompt, and cost effective manner.

• Develops short and long-term strategic planning for hiring and retention; implements new medical consultant job performance standards, including accuracy, productivity, and timely completion of claim assignments; and monitors progress.

• Identifies best practices for managing SSA determined federal workloads and initiates internal and external quality assurance audits to manage budgets and ensure compliance with both federal and state policy requirements.

• Serves as a subject matter expert in the bureau ensuring medical staff stay up to date with changing federal regulations.

• Provides subject matter expertise to the SSA-approved vendor in determining if comprehensive examinations and potentially dangerous studies are contraindicated.

• Provides medical expertise on claims involving complex or unusual medical issues.

• Prepares and analyzes reports and data as they relate to medical consultant productivity, accuracy, and efficiency.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of current principles, practices, and techniques utilized in the field of medicine.

• Knowledge of medical conditions and treatments and their impact on the ability to perform work-related tasks.

• Ability to analyze and interpret regulations, policies, and procedures.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Disability Physician Administrator (commonwealth title);

or

• Five years of post-residency experience in the medical specialty or subspecialty practiced.

SPECIAL REQUIREMENTS:

• Possession of an active unrestricted or active retired license to practice medicine in the Commonwealth of Pennsylvania as issued by the Pennsylvania State Board of Medicine or the Pennsylvania State Board of Osteopathic Medicine.

• All employees must successfully complete the continuing medical education required to maintain an active unrestricted or active retired license to practice medicine in the Commonwealth of Pennsylvania as issued by the Pennsylvania State Board of Medicine or the Pennsylvania State Board of Osteopathic Medicine.
