STAFF PHYSICIAN 2

DEFINITION: This is professional medical work in the general medical care and treatment of individuals.

An employee in this class renders professional medical care and treatment to patients/residents/adjudicated delinquent youth in wards, buildings, cottages and
infirmaries of state facilities. An important aspect of this work is the responsibility for the ongoing treatment of patients/residents/adjudicated delinquent youth. An employee in a rehabilitative/habilitative residential setting provides medical care to assigned ward/cottage patients/residents, and participates on treatment/habilitation teams in formulating individual treatment program plans. An employee in this class may oversee the clinical operations in a mental health hospital, mental retardation center or youth development center infirmary. An employee in this class may assign and review the work of physicians and/or other professional and nonprofessional nursing care staff. Work is generally performed with limited or no professional supervision subject to review by an administrative physician of a higher level or supervisor through consultation, review of case histories, staff reports and personal inspection.

EXAMPLES OF WORK: Gives physical examinations; makes ward/unit rounds; makes medical decisions regarding admissions or referrals of patients; admits patients and prepares case histories and other medical data pertaining to the care and treatment of a specifically assigned group of patients.

Obtains and/or reviews individuals' histories; diagnoses and/or confirms causes of illness and injury; prescribes and administers medical treatment; immunizes
and vaccinates patients against communicable disease; uses laboratory, x-rays, fluoroscopes and other tests and techniques as aids in diagnosing and confirming the presence of disease; confers with consulting physicians, nurses, case management or interdisciplinary teams, patients, and relatives on medical treatment and care of patients/residents/adjudicated delinquent youth; recommends referral of patients to medical specialists or to other health care facilities; ensures medical
care and treatments provided are recorded in patient charts; keeps records and prepares reports concerning the work.

Oversees the operation of a clinic by assigning and reviewing work of staff which may include lower level physicians or other professional or nonprofessional staff. Responsible for scheduling of patient/residents/youth clinical visits, ordering supplies, preparing reports, etc.

Participates in the individual rehabilitation, habilitation or treatment team planning process; formulates appropriate treatment program plans; and assists in the discharge planning process with other interdisciplinary treatment team staff.

Participates in the formulation of policies and procedures of medical care in accordance with appropriate accreditation, certification and regulatory authorities.

Participates in various committees, such as Quality Assurance/Risk Management, Utilization Review and Infection Control.

Attends staff conferences and participates in continuing education programs and required meetings.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles, practices and techniques of general medicine and surgery including the diagnosis and treatment of a variety of diseases and injuries.

Knowledge of recent developments and modern methods and techniques of medical treatment.

Knowledge of administrative practices and procedures, rules, regulations, policies and standards related to medical services of the Department and facility.

Knowledge of medical jurisprudence.

Ability to examine individuals, diagnose disease, and to prescribe and administer necessary treatment.

Ability to interpret and use reports, x-rays and laboratory tests to confirm clinical findings and to aid in the diagnosis of disease.

Ability to provide leadership and guidance to multiple interdisciplinary care and treatment team staff in formulating comprehensive individual rehabilitation/ habilitation/treatment program plans.

Ability to assign and review the work of other physicians and to establish effective working relationships with other employees and the public.

MINIMUM EXPERIENCE AND TRAINING: Three years of experience and/or training in the practice of medicine.

NECESSARY SPECIAL REQUIREMENT: Possession of a license to practice medicine in the Commonwealth of Pennsylvania as issued by the State Medicine Board, or
the State Osteopathic Medicine Board.
