DEFINITION: This is professional and administrative medical work in the development, implementation, oversight, and evaluation of medical clinical policies, procedures, and operations for the Office of Developmental Programs (ODP) in the Department of Human Services (DHS).
The employee in this job plans, organizes, and directs a clinical oversight program to ensure that persons with intellectual and developmental disabilities receive appropriate and quality medical care. Work involves establishing all clinical policy; overseeing the quality of clinical care in the community-based residential programs under the regulatory jurisdiction of DHS; and overseeing the provision of clinical services, such as preventative health care, clinical quality management, treatment and clinical practice standards at department operated State Centers. Work also includes advocacy with the health care delivery systems in the Commonwealth to ensure high quality clinical services are provided to all citizens with intellectual and developmental disabilities; providing consultative and advisory services to the Deputy Secretary of ODP; and providing functional direction to the physicians and clinical staff at the ODP State Centers. Clinical policy affecting or affected by medical assistance budgetary/funding requirements is developed and implemented in close collaboration with DHS executive staff and program managers. Work is performed under the general supervision of an administrative supervisor and is reviewed through conferences, reports, and evaluation of results.

• Develops, implements, and evaluates clinical policies, procedures, and regulations applicable to the medical care of persons with intellectual and developmental disabilities in commonwealth-funded programs.
• Provides technical support and consultation in the development and implementation of integrated physical health care policies and procedures, including clinical guidelines and standards of care.
• Oversees the development, implementation, and evaluation of programs to enhance the quality of care and the number of service providers caring for the special needs populations served by ODP and funded through the Medical Assistance Program.
• Oversees the contracting, credentials, and professional activities of physicians.
• Conducts on site reviews at ODP State Centers and community residential programs to improve the quality of physical health services. Commonwealth of Pennsylvania 1
• Provides consultative and advisory services to ODP management staff in the development and implementation of integrated medical quality management policies and procedures, clinical guidelines, and issues of medical necessity.
• Identifies continuing education and training needs for clinical professionals and facilitates training presentation and participation.
• Reviews proposed legislation to determine the impact regarding physical health care services to persons with intellectual and developmental disabilities.
• Meets with senior managers in the Departments of Health, State, and Education; federal agencies; medical directors of centers, hospitals, and managed care organizations; county administrators; and service providers on issues relating to clinical policy and the quality of care.
• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles, practices, methods, and techniques in the field of modern medicine.
• Knowledge of administrative practices and procedures, rules and regulations, policies, and standards related to medical and clinical services.
• Knowledge of medical jurisprudence.
• Ability to analyze and interpret policies, procedures and regulations.
• Ability to analyze and interpret clinical and medical data.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• Four years of experience in the practice of medicine.
SPECIAL REQUIREMENT:
• This position requires possession of an active unrestricted license to practice medicine in the Commonwealth of Pennsylvania as issued by the Pennsylvania State Board of Medicine or the Pennsylvania State Board of Osteopathic Medicine.
