JOB TITLE: CHIEF MEDICAL OFFICER, DMVA

JOB CODE: 37875

DEFINITION: This is professional and administrative medical work in the direction of clinical care programs for the Department of Military and Veterans Affairs.

The employee in this job plans, develops, implements, oversees, and evaluates clinical care programs for residents of the Department’s veterans’ homes. Work involves developing and modifying department-wide clinical policies and procedures; providing consultation and advice to physicians regarding specialized medical treatments; and monitoring the effectiveness of clinical policy to identify and prevent deficiencies. Work further involves resolving medical requirements issues across all veterans’ homes and advising management staff in the integration of clinical care into department-wide multidisciplinary resident care policy. Supervision is exercised over professional staff. Work is performed under the general supervision of the Director, Bureau of Veterans Homes, and is reviewed through reports, conferences, and overall effectiveness of care.

• Develops, directs, evaluates, and modifies standardized clinical care policies and procedures for the Department’s veterans’ homes in accordance with state and federal laws and regulations.

• Develops, implements, and revises departmental policies regarding residents’ rights, treatments, advance directives, and care planning.

• Advises medical management staff in the development and implementation of integrated care policies and procedures.

• Consults with physicians at the veterans’ homes to create unique, specialized, and new resident treatments.

• Oversees development of standardized medical documents and systems, such as treatment protocols, standing orders, medical equipment, and levels of care.

• Interprets, implements, and ensures compliance with federal and state laws and regulations governing clinical care in long-term care facilities.

• Conducts on-site reviews to monitor the effectiveness of clinical policy and for the purpose of preventing or correcting deficiencies.

• Serves as the Department’s medical liaison to veterans’ homes physicians, accrediting and regulatory bodies, and other agencies.

• Reviews and evaluates the medical training needs for veterans’ homes’ medical staff.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the practices, procedures, methods, treatments, equipment, and techniques of medicine.

• Knowledge of state and federal laws governing medical care in a long-term care facility.

• Knowledge of administrative practices and procedures, rules and regulations, policies, and standards related to clinical services.

• Knowledge of the principles and practices of program planning, policy development, and implementation.

• Knowledge of the requirements of the Health Insurance Portability and Accountability Act (HIPAA) as it applies to clinical care.

• Ability to develop and implement clinical policies.

• Ability to analyze, evaluate, and interpret clinical services programs and practices for the purpose of developing improvements.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. • Knowledge of the regulatory survey processes applicable to long-term care facilities in Pennsylvania.

• Knowledge of the roles of various public veterans’ organizations and their relationships to veterans’ homes.

• Knowledge of the agency’s policies and procedures applicable to veterans’ homes’ operations, to include the veterans’ code of conduct.

• Knowledge of patient encounter data collection systems used by physicians, utilization review staff, and administrators.

• Knowledge of continuity of government plans and evacuation plans applicable to veterans’ homes.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Graduation with a degree of doctor of medicine or doctor of osteopathic medicine from a medical school approved or recognized by the Pennsylvania State Board of Medicine or the Pennsylvania State Board of Osteopathic Medicine and completion of an approved U.S. Residency training program in the allopathic or osteopathic medical specialties of family medicine, geriatric medicine, or internal medicine, and four years of post-residency experience in the practice of medicine, which included or is supplemented by one cumulative year in an administrative, consultative, or supervisory capacity over physicians assigned a direct primary care caseload.

SPECIAL REQUIREMENTS:

• The employee in this job requires possession of an active unrestricted license to practice medicine in the Commonwealth of Pennsylvania as issued by the Pennsylvania State Board of Medicine or the Pennsylvania State Board of Osteopathic Medicine.

• The employee in this job must obtain an active DEA registration number to prescribe controlled substances from the U. S. Drug Enforcement Administration (DEA) as a condition of hire.
