DIRECTOR, BUREAU OF PROGRAM LICENSURE, DDAP JOB CODE: 38110

DEFINITION:

This is highly responsible administrative and professional work directing the Bureau of Program Licensure in the Department of Drug and Alcohol Programs (DDAP).

The employee in this job directs the statewide regulatory licensing program for Substance Use Disorder (SUD) treatment facilities and recovery houses to ensure compliance with state and federal regulations. Work involves developing and implementing policies for SUD licensing and regulatory changes; directing the processing of applications to license new SUD treatment providers and recovery houses; directing the conduct of annual licensing site visits in all licensed facilities and recovery houses throughout the state; serving as the principal advisor to the Deputy Secretary and Secretary on licensure, treatment provider, and enforcement matters; and developing and implementing policies and programs to provide education and technical assistance to addiction treatment facilities and recovery houses. An important aspect of this work is directing staff to research and evaluate modern practices and strategies to improve operational efficiency and effectiveness, and initiating policy and program improvements to maximize the impact of prevention and treatment resources in reducing substance abuse and addiction. Supervision is exercised over a professional staff. Work is performed independently under the general direction of the Deputy Secretary, who reviews work through conferences, reports, and program effectiveness.

• Develops and implements policies and procedures to ensure effective statewide licensure and treatment programs.

• Reviews and comments on the potential licensing impacts of pending legislation related to SUD treatment programs.

• Develops policies and recommendations for regulatory changes based on review of inspection data, practice advancements, environmental changes, and other relevant factors.

• Oversees facility licensure field activities and analyses, and makes recommendations to the Secretary or Deputy Secretary for the issuance of approved licenses or other action.

• Manages the conduct of program evaluations to ensure program objectives are being met, outcomes are consistent with the department’s mission, and departmental resources are being used as effectively as possible.

• Provides consultation to other DDAP bureaus and other agencies regarding SUD treatment and prevention, including federal, regulatory, and departmental requirements and policies.

• Recommends licensing enforcement actions to the Deputy Secretary and Secretary.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the laws, regulations, and policies affecting the development and implementation of SUD programs.

• Knowledge of the principles, practices, and developments in SUD and addiction treatment, prevention, and intervention.

• Knowledge of the principles and practices of policy and program planning and development.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Knowledge of the principles and practices of employee supervision.

• Ability to read, analyze, and interpret legislation, regulations, policies, and procedures.

• Ability to analyze and interpret written and numerical information.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Six years of professional experience administering drug and alcohol or substance abuse programs, including three years in a supervisory capacity, and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes three years of supervisory experience in the administration of drug and alcohol or substance abuse programs.
