JOB TITLE: DIRECTOR, BUREAU OF POLICY, OIM

JOB CODE: 43240

DEFINITION: This is highly responsible professional and administrative work in planning and directing functions and activities for the Bureau of Policy, Office of Income Maintenance (OIM) in the Department of Human Services (DHS).

The employee in this job directs the development of policies and procedures of income maintenance programs, and plans and directs the conceptual design and implementation of related programs. Work involves analyzing legislation and recommending revisions to proposed legislation; ensuring program design and implementation is compliant with federal and state legislation and regulations; and responding to requests for information from the legislature. Work includes ensuring income maintenance program consistency, integration, and coordination with other social service programs; preparing State Plans and amendments for the receipt of federal funding; directing the development, evaluation, and analysis of projects and initiatives designed to improve client benefits delivery; and participating in the design and maintenance of program systems and applications. Supervision is exercised over professional, technical, and clerical staff. Work is performed independently under the general direction of the Deputy Secretary for Income Maintenance and is reviewed through conferences and reports for goals and objectives attained.

• Directs the development of policies, procedures, and methods for implementing income maintenance programs, including Temporary Assistance for Needy Families (TANF), General Assistance (GA), State Blind Pension (SBP), Refugee Assistance, Medical Assistance (MA), Food Stamps (FS), Supplemental Security Income (SSI), and the Low-Income Home Energy Assistance Program (LIHEAP).

• Ensures policy and procedure implementation is compliant with federal and state legislation and regulations.

• Analyzes existing and proposed federal and state legislation to determine impacts to income maintenance programs.

• Evaluates OIM policies and programs to determine the need for developing new methods and procedures to reduce agency and client errors and improve the overall quality of programs.

• Prepares State Plans and amendments for the receipt of federal funding.

• Plans and directs the design, implementation, and evaluation of pilot projects which are designed to improve the quality of the client benefits delivery systems.

• Participates in the design and maintenance of systems and applications by developing user requirements to support changes in eligibility requirements, determining data collection and analysis needs, and testing new systems and applications.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of income maintenance programs and service delivery systems.

• Knowledge of federal and state legislation, regulations, and policies which govern income maintenance programs.

• Knowledge of the principles and methods used to develop income maintenance policies, procedures, goals, and objectives for statewide implementation.

• Knowledge of the methods and procedures used in the development of systems and applications which support income maintenance programs.

• Knowledge of the principles and practices of employee supervision.

• Ability to analyze and interpret written material, including federal and state legislation related to income maintenance programs.

• Ability to develop recommendations regarding proposed legislation.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Six years of professional experience in managing an income maintenance program, including four years in a managerial capacity; and a bachelor's degree;

or

• An equivalent combination of experience and training.
