SERIES NATURE OF WORK: The Community Corrections Center Director job series describes work that involves directing a reentry program at a community corrections center to assist individuals (reentrants) transitioning back into the community.

DEFINITION: This is professional and administrative work directing a reentry program at a community corrections center with a population of 250 or more reentrants for a continuous six-month period or directing a facility consisting of multiple community corrections centers.

An employee in this job directs the treatment program designed to socially reorient selected reentrants who are on parole or are part of the State Intermediate Punishment (SIP) Program. Work includes assisting reentrants with the transition from a rigidly supervised institutional environment to a less structured community setting by aiding in the adjustment to pressures, problems, and rules of conduct of society; rebuilding social and economic ties; and developing a sense of dignity and responsibility. Work also includes implementing on-site security policies and procedures. An employee in this job may supervise subordinate community corrections center directors or other professional or security employees. Work is performed independently within the framework of departmental policies and procedures and is reviewed by an administrative supervisor through conferences and evaluations of center operations.

   DISTINGUISHING CHARACTERISTICS:

     • Work is differentiated from the Community Corrections Center Director 2 job by the responsibility for directing a community corrections center with a population of 250 or more reentrants for a continuous six-month period or directing a facility consisting of multiple community corrections centers.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Plans, develops, and implements operating policies and procedures for reentrants in a community corrections center.

• Implements and coordinates on-site security practices to ensure strict adherence to and consistency with departmental policies and procedures.

• Supervises community corrections center directors responsible for daily operation of their respective state-operated centers.

• Coordinates and participates in the safe and secure return of reentrants/parolees to state correctional facilities.

• Evaluates each reentrant’s progress and the effectiveness of individual program plans.

• Discusses changes in reentrant personality, demeanor, and degree of program participation with subordinate community corrections center directors and makes recommendations regarding appropriate corrective action.

• Contacts community service organizations, community leaders, and local employers to explain the community corrections program and enlist their services or secure agreements to consider reentrants for possible employment.

• Conducts periodic inspections of state-operated community corrections center buildings and physical contents to ensure compliance with departmental standards.

• Ensures that reentrants are afforded professional, medical, and psychological services as needed.

• Arranges social, educational, and recreational programs for reentrants.

• Supervises the recordkeeping of salaries and wages earned by reentrants and the payment of required legal and maintenance charges.

• Prepares periodic summaries conveying program statistics and narrative observations of reentrants' performance, program acceptance by the community, operating problems, program innovations, and program effectiveness.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of individual and group behavior of reentrants.

• Knowledge of the principles and methods of penology.

• Knowledge of custody and security standards, procedures, and methods.

• Knowledge of the principles and practices of employee supervision.

• Ability to analyze, evaluate and interpret case records.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These may not be evaluated by the State Civil Service Commission or used for Civil Service examination purposes and are not position-specific performance standards.):

• Knowledge of community corrections center operations.

• Knowledge of departmental reentry programs and related policies, procedures, and accreditation standards.

• Ability to exercise initiative and judgment in evaluating, formulating, and implementing program plans, policies, and procedures.

• Ability to plan, direct, and assign the work of subordinates to obtain maximum efficiency and achieve desired results.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year as a Community Corrections Center Director 2;

or

• Five years as a Corrections Officer 3;

or

• Three years as a Corrections Officer 4;

or

• An equivalent combination of experience and training that includes five years of professional corrections security, counseling, or casework experience involving criminal offenders in a correctional facility, which includes one year of supervisory experience.
