JOB TITLE: REGIONAL COMMUNITY CORRECTIONS DIRECTOR

DEFINITION: This is professional and administrative work directing the social reorientation and reintegration of reentrants in a designated region.

An employee in this job is responsible for managing the functions of state-operated community corrections centers, overseeing the operations of contracted community corrections facilities, overseeing the operations of contracted reentry services and contracted county jails, participating in the planning and establishment of new community corrections centers, and directing structured programs designed to reorient and reintegrate reentrants into society. Work includes the coordination and administration of programs, through subordinate Community Corrections Center Directors, to assist reentrants in solving problems that arise during the transition from a rigidly supervised correctional environment to a structured community corrections setting, to rebuild social and economic ties, and to promote acceptance of the reentrants’ return to the community. Work also involves responsibility for the fiscal and programmatic compliance of the contracted community corrections facilities, implementation of agency initiatives through cooperative efforts with outside agencies, and the management of support services for reentrants referred from state correctional facilities and the Pennsylvania Board of Probation and Parole to prepare them for placement or reinstatement on parole. Supervision is exercised over professional and administrative staff. Work is performed with independence in accordance with departmental policies and procedures and reviewed by an administrative supervisor through conferences, observations, and evaluation of progress reports.

• Supervises Community Corrections Center Directors within a designated region for treatment program effectiveness, center security, and fiscal accountability.

• Provides general oversight and direction to administrators of the community contract facilities related to compliance with program and fiscal requirements, staff and reentrant accountability, and the safety and security of the facilities and community.

• Implements operating and treatment policies and procedures for state-operated community corrections centers, community contract facilities, contracted county jails, and contracted service providers.

• Participates in planning for the establishment of new centers and other community-based programs designed to assist reentrants in various stages of their transition from a corrections setting into the community.

• Coordinates implementation of professional therapeutic support services.

• Implements rules and regulations for reentrants regarding behavior, socioeconomic development, community-based work assignments, and educational achievement.

• Monitors compliance with the American Correctional Association standards for Adult Residential Community Services through inspections and audits.

• Establishes and maintains effective working relationships with appropriate service providers, community and civic officials, and appropriate agencies in the criminal justice system.

• Promotes community understanding and acceptance of corrections programs by speaking before business and civic organizations, professional groups, and through other public relations activities.

• Develops and initiates programs with local community groups to ensure that religious, cultural, medical, educational, and employment services are available to reentrants.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of individual and group behavior of reentrants.

• Knowledge of the principles and methods of penology.

• Knowledge of custody and security standards, procedures, and methods.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of social reorientation and reintegration programs and goals.

• Ability to analyze, evaluate, and interpret case records.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. • Knowledge of community corrections center operations.

• Knowledge of departmental reentry programs and related policies, procedures, and accreditation standards.

• Knowledge of rehabilitation practices related to reentrant behavior.

• Ability to exercise initiative and judgment in evaluating, formulating, and implementing program plans, policies, and procedures.

• Ability to plan, direct, and assign the work of subordinates to obtain maximum efficiency and achieve desired results.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Six years of professional corrections security, counseling, or casework experience involving criminal offenders in a correctional facility, which includes two years of supervisory experience;

or

• An equivalent combination of experience and training that includes five years of professional corrections security, counseling, or casework experience involving criminal offenders in a correctional facility, which includes two years of supervisory experience.
