CHIEF, CLINICAL SERVICES DIVISION, CORRECTIONS

DEFINITION: This is professional and administrative medical work directing the clinical care and treatment delivered to the Department of Corrections’ inmate population.

The employee in this job is responsible for planning and directing all medical, mental health, and dental services for the Department of Corrections' state correctional institutions. Work includes developing and implementing policies and procedures for the delivery of health care services to inmates; providing medical advice and consultation to the Department’s healthcare professionals and other staff concerning programs that may involve or impact on medical considerations affecting inmates; evaluating the effectiveness of clinical policies and procedures to identify potential deficiencies in the delivery of treatment services; and serving in an advisory capacity to physicians and on-site practitioners who render medical services to the physically ill or mentally challenged in the
Department's state correctional institutions. Supervision is exercised over professional staff. Work is performed under the general supervision of the Director of Health Care Services, Corrections, and is reviewed through reports, conferences, and meetings.

EXAMPLES OF WORK: Develops new policies and procedures for the delivery of clinical treatment services in the state correctional institutions.

Oversees the implementation of clinical treatment policies and procedures to ensure compliance.

Interprets and provides technical input to the Director of Health Care Services, Corrections, concerning federal, state, and departmental laws, policies, and regulations.

Plans, directs and oversees the provision of clinical, medical, surgical, mental health and dental services in the state correctional institutions.

Supervises and participates in the examination and treatment of inmates, as needed.

Serves as the Department’s medical liaison to institutional physicians, accrediting and regulatory bodies, and other agencies.

Initiates and directs staff conferences to discuss medical problems or issues involving state correctional institutions.

Coordinates the development of standardized medical documents and systems, such as treatment protocols, standing orders, level of care issues, and required medical equipment.

Provides direction to a centralized Quality Assurance committee concerning the review of unresolved inmate medical grievances, evaluation of medical records at state correctional institutions, and healthcare staff compliance with treatment protocols.

Advises management of new medical treatments and public health concerns. Directs the preparation of reports and maintenance of records pertaining to health care services.

Reviews and evaluates the medical training needs for the Department’s healthcare staff.

The employee in this job may participate in the performance of subordinates’ work consistent with operational and organizational requirements.

Performs the full range of supervisory duties.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles, practices, and techniques of medicine.

Knowledge of methods and techniques of medical and clinical care and treatment.

Knowledge of administrative practices and procedures related to clinical
services.

Ability to analyze, evaluate and interpret clinical and medical data.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: Three years of experience in the practice of medicine, which included or is supplemented by one year of administrative experience in a hospital or clinical setting.

NECESSARY SPECIAL REQUIREMENT: Possession of a current unrestricted license to practice medicine in the Commonwealth of Pennsylvania as issued by the State Board of Medicine or the State Board of Osteopathic Medicine.
