JOB TITLE: DIRECTOR, CHILDREN’S HEALTH INSURANCE PROGRAM, OMAP

JOB CODE: 48300

DEFINITION: This is administrative and managerial work directing and developing the statewide Children’s Health Insurance Program (CHIP) in the Office of Medical Assistance Programs (OMAP) in the Department of Human Services (DHS).

The employee in this job directs and coordinates the analysis, development, and implementation of CHIP policies and procedures. Work involves directing the review and analysis of current and proposed federal and state regulations and legislation and evaluating the impact on CHIP; directing the development and implementation of program policies and regulations to comply with federal mandates; directing the preparation of the state plan and any amendments for the receipt of federal funding; coordinating and overseeing the work of contractors; and advising senior level staff on CHIP issues. Supervision is exercised over professional staff. Work is performed under the general direction of the Deputy Secretary for Medical Assistance Programs and is reviewed through conferences, reports, and evaluation of program effectiveness.

• Formulates and recommends CHIP legislation, regulations, policies, and procedures.

• Advises the Secretary of Human Services, the Deputy Secretary for Medical Assistance Programs, and other executive and senior level staff on CHIP issues.

• Directs, analyzes, evaluates, plans, and revises CHIP program objectives and operations.

• Writes policy briefs and reports.

• Meets with representatives of the insurance industry, medical and legal community, legislative staff, and other stakeholders regarding CHIP issues.

• Oversees annual CHIP financial and statistical reporting.

• Testifies at CHIP related hearings and meetings.

• Represents CHIP at various meetings and conferences.

• Reviews data to recommend operational changes to CHIP.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:

• Knowledge of the principles and practices of health insurance administration.

• Knowledge of health care delivery systems.

• Knowledge of the principles and practices of policy and program planning, development, and evaluation.

• Knowledge of the principles and practices of contract negotiation and administration.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret laws, regulations, policies, and procedures.

• Ability to apply critical thinking skills to identify and resolve problems.

• Ability to analyze and interpret program data.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Seven years of professional experience in medical assistance, health care insurance, or health care services administration, including three years in a supervisory capacity, and a bachelor's degree;

or

• An equivalent combination of experience and training that includes three years of professional supervisory experience in medical assistance, health care insurance, or health care services administration.
