GAME LAND OFFICER MANAGER 1 

DEFINITION: This is administrative and supervisory work in the Commonwealth's wildlife conservation management program.

An employee in this job is responsible for performing staff work in a major statewide phase of the land management program. Work involves coordinating a major phase of land management activities such as a statewide building/construction program and management plans on State Game Lands or coordinating Game Commission wildlife protection field reviews of proposed surface mining sites. Work may include directing the statewide motorized equipment program. Staff positions develop specific phases of statewide programs and procedures and provide advisory services to field personnel. Supervision is exercised over lower level Commission personnel. Work is assigned in the form of projects by central office program directors and is performed with considerable independence and limited supervision. Work is reviewed for program effectiveness, adherence to Commission policy and guidelines and effectiveness of staff utilization.

EXAMPLES OF WORK: Coordinates building and construction utilization programs by reviewing all requests for construction of both new buildings and additions to existing structures and work on State Game Lands.

Approves requests within budgetary and need priorities, and prepares specifications for private contract bidding.

Reviews surface mining permit applications for adequacy under the wildlife protection provisions of the 1977 Federal Surface Mine Act.

Conducts field inspections of proposed and completed surface mine sites and prepares technical reports for the Bureau of Mining and Reclamation, Department of Environmental Protection

Directs the statewide motorized equipment program involving specification writing, purchase, inventory, repairs, replacement, inspection, and related activities.

Coordinates final project plans on studies for submission to the Federal government for funding approval under the Pittman-Robertson Act and related programs.

Prepares interim progress reports on approved projects and interprets contract provisions to all involved project personnel.

Reviews reports and provides advice to field employees.

Evaluates and researches program effectiveness for present and future agency needs.

Assists in the preparation of annual budgets.

Plans and assists in coordinating inter-divisional programs.

Employees in this job may participate in the performance of their subordinates’ work consistent with operational or organization requirements.

Performs the full range of supervisory duties.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of wildlife management and land development practices.

Knowledge of the wildlife provisions of the 1977 Federal Surface Mine Act and related practices and procedures.

Knowledge of motorized equipment types and use.

Knowledge of building/construction utilization concepts on State Game Lands.

Knowledge of allied Federal, state and local cooperative programs.

Knowledge of modern administration practices, procedures and personnel administration.

Knowledge of the relationships of wildlife conservation to the total natural resource conservation concept and to total Game Commission objectives.

Knowledge of Federal, state and local cooperative programs.

Ability to interpret and disseminate information and changes in laws, rules and regulations, and Commission policies to subordinate personnel.

Ability to evaluate program effectiveness and propose changes to supervisory personnel.

Ability to develop, coordinate and implement a major phase of the statewide land management program in the central office.

Ability to communicate effectively, orally and in writing.

Ability to perform the full range of supervisory duties.

Ability to understand and carry out assignments in accordance with accepted and current policy.

Ability to establish and maintain effective working relationships with allied Federal, state and local officials and personnel.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience as a Wildlife Conservation Officer Supervisor with the Pennsylvania Game Commission;

                                                                                                                                                              or

Five years of experience as a Wildlife Conservation Officer with the Pennsylvania Game Commission;

                                                                                                                                                              or

Five years of experience as a Game Lands Management Group Supervisor with the Pennsylvania Game Commission;

                                                                                                                                                              or

An Associate’s degree in forest technology or wildlife technology, and three years of technical experience in wildlife management;

                                                                                                                                                              or

An equivalent combination of experience and training.
