JOB TITLE: SPECIAL AGENT MANAGER, OSIG

SERIES NATURE OF WORK:

The Special Agent job series describes work in the investigation of alleged benefit fraud and/or the settlement and recovery of funds in the Office of State Inspector General.

DEFINITION:

This is professional, law enforcement, and managerial investigative work involving suspected fraud associated with human services benefits.

An employee in this job is responsible for directing and coordinating investigations involving alleged violations of federal or state laws or regulations by benefit applicants, recipients, providers, or commonwealth employees. Work involves managing investigators in all facets of investigative work by establishing priorities and reviewing work for progress and adherence to applicable laws, regulations, and policies. Work may also involve responsibility for establishing and maintaining liaison with state, federal, and local law enforcement agencies and personnel; and coordinating assigned investigative and supportive activities with these entities. Work is performed independently in accordance with laws, regulations, rules, policies, and procedures, and is reviewed through conferences and reports.

DISTINGUISHING CHARACTERISTICS:

• Supervision is exercised over Special Agent Supervisors, OSIG and support personnel.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.)

• Directs investigations into suspected theft, fraud, or abuse of human service program benefits by applicants, recipients, and departmental employees, or acts perpetrated by outside sources not directly involved with these programs.

• Manages the review, analysis, and settlement of human services benefits overpayment claims, including cash, food stamps, subsidized childcare, and non-long-term care Medicaid.

• Oversees evidence collection, reports of investigations, and plans for case presentation for criminal and administrative hearings.

• Coordinates the surveillance of suspected persons and places, as well as the inspection of county assistance offices to detect evidence of possible internal fraud.

• Develops plans to execute searches pursuant to warrants and make arrests.

• Utilizes technical investigative tools, including Pennsylvania Justice Network (JNET); other databases; and various types of scientific, electronic, and photographic equipment.

• Oversees the preparation of evidence and witnesses for administrative and criminal legal proceedings.

• Collaborates with other government organizations, including law enforcement, to share and coordinate information.

• Maintains, carries, and appropriately uses firearms, other non-lethal weapons, and specialized equipment.

• Operates a motor vehicle in the performance of assigned duties.

• Performs the full range of supervisory functions.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles, methods, and techniques of investigation and law enforcement.

• Knowledge of the basic rules of evidence.

• Knowledge of the applicable statutes, court decisions, interpretations, administrative procedures, and rulings pertaining to violations of law.

• Knowledge of project management methods and techniques.

• Knowledge of interview techniques used to obtain information from individuals.

• Knowledge of report writing techniques.

• Knowledge of the principles and practices of employee supervision.

• Ability to observe, assess, and evaluate surroundings and accurately recall facts.

• Ability to read and interpret written materials, such as laws and regulations.

• Ability to operate a motor vehicle.

• Ability to perform mathematical calculations.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These are not used for merit system evaluation or examination purposes and are not position-specific performance standards.)

• Knowledge of the applicable statutes, court decisions, interpretations, and administrative procedures and rulings pertaining to violations of state welfare programs.

• Ability to evaluate the effectiveness of bureau policies and operations.

• Ability to devise sound plans and recommendations and implement changes in policies and operations to increase program effectiveness.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of experience as a Special Agent Supervisor, OSIG (commonwealth title);

or

• Three years of investigative experience, which includes one year conducting fraud investigations and one year in a supervisory or administrative capacity, and a bachelor’s degree;

or

• An equivalent combination or experience and training.

SPECIAL REQUIREMENTS:

• All positions require possession of an active motor vehicle license.

• All employees must obtain CLEAN/NCIC certification within two months of employment and maintain this certification for the duration of employment in this job title.
