DIRECTOR OF BUSINESS TRUST FUND TAXES, REVENUE

DEFINITION: This is managerial professional and administrative work in the Department of Revenue in directing Business Trust Fund Tax Programs.

The employee in this class directs, through subordinate supervisors, the activities of divisions engaged in the planning, development, and coordination of comprehensive Business Trust Fund Tax Programs including sales and use tax, employer tax, pari-mutuel tax, malt beverage tax and cigarette tax; the issuance of licenses for sales tax, cigarette tax and employer withholding tax; and ensuring the registration of accounts for sales tax, cigarette tax, and employer withholding tax. The employee develops policies and procedures for the tax examining program to assure uniformity of standards and services among divisions. An important aspect of this work is the responsibility for the integration of the Bureau's tax programs and licensing and registration programs with the overall mission of the Department of Revenue. Work includes participating in the formulation of policies and procedures for the Business Trust Fund Programs. Work involves interpreting assignments, rules, regulations, policies, and procedures for supervisors and employees. Work also includes assigning work, determining work flow, reviewing work performance, evaluating subordinates' work performance, preparing and signing subordinates' performance evaluation reports, interviewing and recommending employee selection, reviewing and resolving employee grievances and complaints, evaluating training needs of subordinates, and demonstrating more efficient work methods to subordinates. The employee in this class participates in conferences with corporate officials, attorneys, accountants, and taxpayers to resolve tax liability issues. The Deputy Secretary assigns work to the Director in the form of broad program goals and objectives, and the employee exercises considerable independent judgment in achieving specific goals, objectives, and program priorities. Work is reviewed upon completion by the Deputy Secretary through reports and conferences relative to the attainment of program goals, objectives, and overall program quality.

EXAMPLES OF WORK: Directs, through subordinate supervisors, the activities of Divisions engaged in the planning, development, coordination implementation and evaluation of Business Trust Fund Tax Programs including sales and use tax, employer tax and pari-mutuel tax, malt beverage tax/cigarette tax; issuance of licenses for sales tax, cigarette tax, and employer withholding tax, and ensuring the assigning of tax registration numbers for sales tax, corporation taxes, cigarette tax, and employer withholding tax.

Plans and organizes work, assigns work, determines work priority, sets goals, and reviews work performance.

Evaluates employees' work performance and prepares and signs employees' Performance Evaluation Reports.

Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employees, and resolves or recommends solutions to grievances and complaints.

Interviews prospective employees and recommends employee selection or rates applicants in terms of preferability for employment.

Interprets rules, regulations, policies, procedures, standards, and objectives of the organization or program for subordinates.

Reviews proposed legislation for possible impact on the program and recommends whether management should support or oppose the legislation.

Meets with Commonwealth, Federal, or county officials to explain Departmental functions, programs, rules, regulations, policies and procedures.

Prepares letters, reports, and correspondence to exchange information with federal officials, state officials, municipal officials, the public, co-workers, subordinates, legal staff, and supervisors.

Reviews and analyzes progress reports, correspondence, and memoranda to determine work being performed, program trends, and program effectiveness.

Prepares and delivers formal presentations to special interest groups.

Performs similar work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the Department of Revenue's rules, regulations, policies and procedures governing business tax accounts, and licensing and registration of businesses.

Knowledge of the Commonwealth's and Departmental rules, regulations, policies and procedures governing travel, lodging, expense vouchers, and reporting requirements.

Knowledge of the procedures and techniques utilized in evaluating the effectiveness of the Business Trust Fund tax programs and licensing and registration programs.

Knowledge of standard enforcement procedures and appropriate Departmental policies for insuring the filing requirements for the various taxes.

Knowledge of collective bargaining unit contracts applicable to work performed by those units.

Skill in the supervision of subordinates.

Ability to express ideas clearly and concisely both verbally and in writing.

Ability to plan and organize work and assign work to subordinates.

Ability to train subordinates in the interpretations and application of rules, regulations, policies, and procedures.

Ability to prepare and deliver formal presentations to special interest groups.

Ability to evaluate the effectiveness of the tax examination program.

Ability to develop rules, regulations, policies and procedures for the tax examination program.

Ability to review and comment on proposed rules and regulations.

Ability to review and analyze activity reports to determine work being performed, program trends and program effectiveness.

Ability to establish and maintain effective working relationships with subordinates, co-workers, supervisors, state officials, accountants, attorneys, and taxpayers.

Ability to plan and develop methods, policies and procedures for evaluating the tax examination program.

MINIMUM EXPERIENCE AND TRAINING: Seven years of experience in progressively responsible and varied administrative work including two years as a supervisor in a tax program; and a bachelor's degree including or supplemented by courses in law, accounting, business administration, or public administration;
