JOB TITLE: DIRECTOR, BUREAU OF COMPLIANCE, REVENUE

DEFINITION: This is professional administrative and managerial work directing the Bureau of Compliance in the Department of Revenue.

The employee in this job directs compliance programs for delinquent accounts and the collection of unreported tax liabilities. Work involves developing policies and procedures for tax compliance programs to ensure uniformity of standards and services; developing, implementing, and evaluating tax compliance programs; integrating tax compliance programs with the delinquent tax collection strategies of the department; and coordinating tax collections activities with other taxing bureaus, the Office of Attorney General, and external collection agencies to maximize collections for the department. Work also involves directing the review of compromises and write-offs, filing of bankruptcy claims or sheriff and county sales claims, the design or redesign of procedures to effectively work with updated tax systems, and the clearance of corporations. Supervision is exercised over professional, administrative, and technical staff. Work is assigned in the form of broad goals and objectives and is reviewed by the Deputy Secretary for Compliance and Collections, Revenue through reports and conferences for results achieved.

• Plans and directs the functions and activities of staff engaged in planning, developing, coordinating, implementing, and evaluating tax compliance programs, including tax clearance, tax compliance, and tax levy programs, and ensures programs are in compliance with rules and regulations.

• Develops policies and procedures for tax compliance programs and bankruptcy issues to ensure uniformity of standards and services across organizations in the deputate.

• Develops, recommends, and implements policies, goals, and objectives of the Licensee Tax Responsibility Program, which identifies applicants for the issuance of or renewal of state issued licenses that are non-compliant with state tax obligations.

• Directs the review and processing of compromises and write-off requests, filing of bankruptcy claims, filing of sheriff and county sales claims, and the design or redesign of procedures to effectively work with updated tax systems.

• Directs the clearance of corporations for mergers, dissolution of charters, withdrawals of certificates of authority, bulk sales of assets, and out-of-existence certificates.

• Oversees the design or redesign of operating and tax systems for compliance and discovery programs to increase efficiency, effectiveness, and internal controls to implement new programs or modify programs based on executive and legislative initiatives.

• Prepares and delivers formal presentations to special interest groups.

• Meets with federal, state, or county officials to explain the functions, programs, rules, regulations, policies, and procedures of the department.

• Collaborates with the Office of Chief Counsel to interpret existing tax laws and regulations as they apply to bankruptcies, levies, liens, and other enforcement tools.

• Prepares budget and rebudget requests for the bureau.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the laws, rules, regulations, policies, and procedures governing the settlement of delinquent tax accounts and the collection of unreported tax liabilities.

• Knowledge of the methods and techniques utilized in evaluating the effectiveness of tax compliance programs.

• Knowledge of standard enforcement policies and procedures for ensuring enforcement and compliance with the filing requirements for the collection of taxes.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret written and numerical information.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Seven years of responsible and varied administrative work experience, including three years of supervisory experience in a tax program, and a bachelor’s degree in accounting, business administration, public administration, or a related field;

or

• An equivalent combination of experience and training that includes three years of supervisory experience in a tax program.
