 JOB TITLE: DEPUTY DIRECTOR FOR RECOVERY, PEMA

JOB CODE: 76190

DEFINITION: This is professional managerial work directing, evaluating, and executing statewide emergency management recovery and mitigation programs within the Pennsylvania Emergency Management Agency (PEMA).

The employee in this job is responsible for the strategic planning, policy development, and integration and implementation of all emergency management disaster recovery assistance, support, and mitigation programs. Work involves developing policies that govern major program areas and have significant impact on the agency's involvement in coordinating and implementing hazard mitigation and disaster recovery efforts, disaster-related insurance programs, and disaster assistance and support efforts, including mobilization of volunteer organizations, disaster recovery administrative support, disaster recovery centers, and multi-agency resource centers leading the recovery phase of any natural or man-made disaster; serving as an assistant and advisor to the Executive Deputy Director by directing the mitigation of and recovery from emergencies and disasters statewide; serving as a designee of the commonwealth authorized to conduct all functions relating to disaster recovery and assistance programs, on behalf of the Governor, during a Presidential Declaration of Major Disaster and Emergency; and leading the recovery phase of any natural or man-made disaster. Work also involves reviewing related agency programs and legislation to identify, develop, and recommend necessary changes to align the recovery operations with the strategic goals of the agency; advising agency executives on the impact emergency management recovery and mitigation program policies have on county and municipal governments; and directing, through a network of federal, state, county, and local emergency management organizations, the implementation of programs related to preparedness, mitigation, and short and long-term recovery from disasters to ensure appropriate and effective implementation of emergency management recovery programs. Work is assigned in the form of broad objectives and is reviewed by the Executive Deputy Director, PEMA for results attained and overall conformance to federal and state laws.

• Directs the strategic planning, policy development, integration, and implementation of emergency management recovery and mitigation programs.

• Serves as the principal advisor to the Executive Deputy Director on agency mitigation and recovery program services.

• Assists the Executive Deputy Director in planning, directing, executing, and evaluating the delivery of statewide mitigation and recovery programs and services.

• Coordinates the integration and implementation of emergency management mitigation and recovery programs with state, county, and local emergency management organizations and operations.

• Evaluates the effectiveness of the delivery of mitigation and recovery programs and recommends and coordinates revisions to policy, procedures, and programs.

• After Presidential Declarations of Major Disaster and Emergency, acts as the Governor's Authorized Representative (GAR) or Alternate Governor's Authorized Representative on behalf of the commonwealth to authorize the execution of all pertinent documents relative to various federal disaster assistance programs.

• Directs critical recovery missions following gubernatorial declarations, including state-funded disaster assistance programs to county and local governments, by providing financial assistance to communities faced with extraordinary disaster costs.

• Performs a variety of mission-critical functions during emergencies and disasters in the agency's headquarters or at any field operation location.

• Performs frequent and high-level liaison functions with emergency management and other involved government organizations at the federal, state, and local level.

• Provides guidance to directors in preliminary damage assessments, damage surveys, technical assistance to applicants, grants management and audits, inspections of completed disaster reconstruction projects, applicant appeals, and all other aspects related to the recovery and mitigation programs.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the theories, techniques, principles, and practices of emergency management operations.

• Knowledge of emergency management recovery policies, regulations, capabilities, and resources.

• Knowledge of safe working practices and procedures as required in a disaster recovery and mitigation environment.

• Knowledge of the principles and practices of public administration.

• Knowledge of the principles and practices of employee supervision.

• Ability to interpret and apply legislation and regulations.

• Ability to communicate effective orally.

• Ability to establish and maintain effective working relationships.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These are not used for merit system evaluation or examination purposes and are not position-specific performance standards.)

• Knowledge of National Flood Insurance Programs (NFIP), hazard mitigation programs, and floodplain management.

• Knowledge of Voluntary Organizations Active in Disasters (VOADs) operating principles.

• Knowledge of the requirements and elements of the Stafford Act.

• Knowledge of methods and techniques used in developing emergency management and disaster recovery and mitigation programs.

• Knowledge of federal and state legislation relative to public health and safety, civil defense, preparedness, and emergency management programs and service.

• Knowledge of the capabilities and applications of a variety of communications systems as related to emergency management operations programs.

• Ability to analyze, interpret, apply, and implement emergency management operations, rules, regulations, legislation, policies, and procedures.

• Ability to explain and promote emergency management programs.

• Ability to develop rules, regulations, policies, and procedures based on federal and state mandates.

• Ability to evaluate emergency management disaster recovery assistance, support, mitigation planning, operations, and service delivery; and to develop and recommend modifications.

• Ability to represent the Director and Executive Deputy Director on unusual and sensitive matters and to act on behalf of the Executive Deputy Director and Governor, as required, during disasters and emergencies.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Six years of emergency management experience, which includes two years of supervisory experience, and three years of emergency management program planning and policy development; and a bachelor's degree in public administration, public safety, or a closely related field;

or

• An equivalent combination of experience and training that includes two years of supervisory experience and three years of emergency management program planning and policy development.

SPECIAL REQUIREMENT:

• The employee in this position must pass a Public Trust background investigation within six months of hire.
