JOB TITLE: MECHANIC SUPERVISOR

JOB CODE: 93120

DEFINITION: This is responsible supervisory mechanic work in maintaining and repairing commonwealth vehicles and/or construction equipment and parts.

An employee in this job supervises the maintenance and repair of a fleet of commonwealth vehicles and/or construction equipment and parts. Work involves planning and overseeing a preventative maintenance program to ensure maximum operating efficiency of all equipment. Work also includes instructing subordinate personnel in the assembly and adjustment of motorized equipment, the practices and procedures in automotive troubleshooting, and the rules and regulations governing equipment inspection and safety. Work may involve dispatching fleets of automotive and construction equipment, supervision of central repair facilities at a state operated facility, or responsibility for maintenance of grounds at a state facility. Assignments are received through general instructions, work requests, and the Automotive Fleet Preventive Maintenance Schedule, and are performed under the general supervision of a technical or an administrative supervisor. Work is reviewed through inspections, reports, and overall quality control of completed projects.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Plans, assigns, and inspects the work of mechanics, equipment operators, garage workers, and groundskeeping personnel.

• Conducts road tests of vehicles and equipment in order to diagnose defects and to ensure quality control.

• Oversees the assembly and major overhaul of cars, trucks, and construction and maintenance equipment.

• Oversees and provides instruction for a comprehensive preventive maintenance program on automotive vehicles, equipment, and parts.

• Supervises the repair and preventive maintenance of gasoline and diesel powered vehicles and equipment.

• Evaluates diagnostics of major fuel system problems and determines whether work will be carried out in-house or by contract based on workload, cost factors, and in-house capabilities.

• Supervises official state inspections for safety and emissions on vehicles; performs repairs to ensure compliance with specifications; road tests vehicles; fills out inspection stickers and affixes to vehicles; and completes state inspection records and related inspection paperwork.

• Reviews requests for automotive or construction equipment services needed to transport patients, clients, staff, and others; to haul supplies, materials, or trash; or to move large volumes of heavy materials used at construction, landscaping, or renovation sites or such items as coal or fuel used at utility plants.

• Investigates and prepares accident reports involving automotive, construction, and groundskeeping equipment.

• Oversees the scheduling of vehicles and construction equipment for use by staff.

• Ensures proper sanitation and cleanliness of vehicles used for food and laundry services, storage buildings and facilities, and garages.

• Oversees the maintenance and repair of roadways and parking lots within facility grounds.

• Requests shop-related maintenance items, such as sanding disks, air tools, drop lights, etc., and maintains adequate inventory to ensure project schedules are met.

• Prepares and reviews automotive records and reports, and maintains project files.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the occupational hazards and safety precautions in the operation and repair of vehicular mechanical systems.

• Knowledge of maintenance and repair requirements and procedures regarding vehicular mechanical systems.

• Knowledge of troubleshooting and diagnostic practices and equipment used to diagnose and correct defects for a wide variety of vehicular mechanical systems.

• Knowledge of general recordkeeping practices.

• Ability to interpret and follow instructions.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Four years of journey level mechanical experience in the diagnosis and repair of automobiles, heavy trucks, or construction equipment;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• Certain positions require possession of an active Pennsylvania driver's license of the class appropriate to the vehicle operated and supplemented by the endorsements required by law for the operation of specific equipment or equivalent.

• Certain positions require possession of an active Pennsylvania Inspection Mechanic Certification for the class of vehicles used.

• Certain positions require possession of an active CFC-12 Refrigerant Recycling Certificate, a 134A Refrigerant Recycling Certificate, or a Compressed Natural Gas Certificate.

• Certain positions require one year of experience or training in the repair or maintenance of diesel engines.
