CORRECTIONS FACILITY MAINTENANCE MANAGER 2

DEFINITION: This is technical and administrative work in directing physical plant maintenance and heating/utility plant operations at a Commonwealth correctional facility.

An employee in this class plans, organizes and directs all physical plant maintenance, repair and heating/utility plant operations at a state correctional facility with a design capacity of up to 999 cells. Work involves planning and directing the acquisition and distribution of fiscal, material and manpower resources to provide for preventive, operational and emergency physical plant and heating/utility plant maintenance and repair. Employees plan, direct and coordinate a combination of such facility maintenance care functions as building maintenance, groudskeeping, housekeeping, vehicle maintenance, heating plant and utility plant maintenance and operations, including the removal of hazardous or toxic substances and the operation and maintenance of sewage treatment, or water treatment plants or electric cogeneration plants at a facility providing these services. Employees plan for physical plant development, growth and improvement by participating in conferences with agency, Department of General Services and private consultants and contractors, professional engineers and architects to transmit facility operational requirements, to evaluate proposed plans for physical plant maintenance and repair, and to insure that facility needs are fulfilled. Work includes the preparation of and review of plot sketches and construction plans and the inspection of construction and renovation projects in progress and upon completion. Work at this level in state correctional facilities is distinguished from that of the next higher level by the design capacity of cells. Supervision is exercised over lower level supervisory and/or management building maintenance, groundskeeping, housekeeping, vehicle maintenance, and heating/utility plant staff. Employees are responsible for custody and vocational training or inmates assigned to work crews. Work is performed with a high degree of initiative and independent judgement and is reviewed by the Superintendent through conference, reports and review of overall effectiveness.

EXAMPLES OF WORK: Plans, organizes, directs and coordinates, a combination of such facility maintenance care functions as building maintenance, groundskeeping, housekeeping, vehicle, and heating/utility plant maintenance and operations at a state correctional facility with a design capacity of up to 999 cells or a similar facility.

Supervises lower level management and supervisory staff in the implementation of all building, electrical and mechanical maintenance and repair; directs the assignment of general maintenance personnel and corrections tradesmen instructors, in the repair, demolition or hazardous waste removal on maintenance projects; reviews work for adherence to plans, specifications and technical trades standards and safety precautions; and prepare preliminary sketches for maintenance, repair and renovation projects.

Directs the operation, repair and maintenance of steam heating boiler plants through the review of logs, charts and reports; directs the operation, repair and maintenance of water and/or sewage treatment plants and/or electric cogeneration plants.

Directs the care, maintenance, repair and operation of all facility vehicles; arranges for vehicle inspections, preventive maintenance major and minor servicing repairs; and schedules operators and equipment.

Directs the operation of personnel engaged in sanitation and janitorial services.

Supervises groundskeeping employees engaged in the care of facility grounds, trees, shrubs and roadways and their proper use of toxic chemicals, such as pesticides or herbicides.

Establishes and directs changes in building maintenance, heating/utility plant and groundskeeping, housekeeping and vehicle maintenance operations, policies an procedures.

Estimates annual and special budgetary requirements for the facility maintenance department; prepares purchase of service contracts and directs the preparation of purchasing documents for building maintenance, heating/utility plant and groundskeeping, housekeeping and vehicle maintenance operations; directs the issuance of equipment, supplies, tools and material to be used in building maintenance and repair, hazardous or toxic substance handling, heating/utility plant and groundskeeping operations and maintains an adequate inventory of supplies and equipment.

Coordinates facility construction and renovation projects with Departmental staff, contracted staff and/or Department of General Services staff.

Attends all job conferences scheduled by the Department of General Services for Facility Construction and Renovation Projects.

Assists in implementing construction or renovation projects through the preparation of plans, sketches and specifications, and the inspection of projects in progress and upon completion for adherence to specifications and designs.

Interviews and hires or recommends applicants for employment; approves leave and reviews performance of subordinates.

Administers collective bargaining agreements and evaluates and responds to employee complaints and grievances.

Inspects work areas to insure compliance with established departmental and safety standards and requirements of purchase of service contract provisions.

Reviews and identifies training needs of staff, initiates training recommendations, conducts training and demonstrates more efficient work methods.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles, practices and techniques of building maintenance, heating/utility plant, groundskeeping, housekeeping, vehicle operations, management, administration and supervision as appropriate.

Knowledge of the methods, practices, material and equipment of the maintenance and construction trades, including plumbing, carpentry, masonry, electrical, painting, steamfitting, roofing and refrigeration.

Knowledge of the methods, practices, material and equipment used in grounds maintenance and landscaping.

Knowledge of the practices, techniques, occupational hazards and safety precautions of the mechanical, electrical and building trades and of steam heating and utility equipment.

Knowledge of the life safety and building codes, statutes and regulations governing the maintenance and construction trades and the operation of steam heating and utility equipment.

Knowledge of the occupational hazards and safety precautions for handling hazardous substances and toxic chemicals.

Knowledge of the operation, maintenance and repair of sewage treatment and disposal and water treatment plants and systems.

Knowledge of the preparation and interpretation of schematic drawings, plot plans and purchase of service contracts.

Knowledge of the proper care and use of tools and equipment used in building maintenance, groundskeeping, housekeeping, vehicle maintenance, and utility plant operations.

Knowledge of modern correctional principles and procedures.

Knowledge of individual and group behavioral pattern of persons with criminal backgrounds.

Knowledge of the principles and practices of inmate care, custody and control.

Knowledge of the methods of inmate supervision and vocational training, and institutional security measures.

Ability to plan, assign, direct, coordinate and evaluate the work of building maintenance, groundskeeping, housekeeping, vehicle maintenance, and utility plant personnel engaged in facility wide operations.

Ability to establish policies and procedures for the facility's building maintenance, groundskeeping, housekeeping, vehicle maintenance, and utility plant operations.

Ability to communicate effectively, orally and in writing.

Ability to establish and maintain effective working relationships with facility staff, agency staff, contracted staff, Department of General Services staff, and the public.

Ability to prepare and interpret basic plans, sketches and drawings.

Ability to maintain clear, complete and accurate records.

Ability to evaluate staff training needs and provide training to meet those needs utilizing various techniques and resources.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Facility Maintenance Manager 1;

                                                                                                                                                         or

Two years of experience as a Utilities Supervisor;

                                                                                                                                                         or

Seven years of experience in the construction, maintenance, or repair of buildings; or the operation, maintenance and repair of utility services equipment, including three years in a managerial or supervisory capacity;

                                                                                                                                                         or

Any equivalent combination of experience and training.
